To appoint a Chairman for the municipal year 2012/13.

Minutes:

Councillor Tony Trotman sought nominations for the position of Chairman of the Calne Area Board for the 2012/13 forthcoming year.

 

Decision

Councillor Christine Crisp was elected Chairman of the Calne Area Board for the 2012/13 forthcoming year.

To appoint a Vice Chairman for the municipal year 2012/13.

Decision

Unfortunately Councillor Marshall had been unable to attend a meeting of the Calne Community Area Fairtrade Group as the meeting schedule had been difficult for him. An update would be asked for from the group to be presented at a future area board meeting.

 

The appointments to the Community Area Transport Group, the Shadow Community Operations Board (COB), the Sandpit Road working group and the Air Quality working group were agreed for 2012/13, as included in the agenda pack.

 

The terms of reference for CATG were agreed, as included in the agenda pack.

The Chairman welcomed everyone to Beversbrook Sports Facility and especially welcomed back Councillor Marshall after his illness.

Chairman's Announcements

The Chairman drew attention to the written announcements included in the agenda pack.

 

An update was provided about the 11 to 19 commissioning strategy, which had been spoken about at the area board before. Initiatives were in place to generate income through subscriptions, fundraising and sponsorship.

 

In 2012 £60,000 would be available to help local people improve countryside access in their area through the paths improvement grants scheme. If you have an idea for a scheme, please contact Michael Crook, Countryside Access Development Officer, on 01225 713349 or michael.crook@wiltshire.gov.uk. The closing date for applications was Friday 13 July 2012.

 

Wiltshire Council had also agreed to consult parish, town and city councils on a draft code of conduct and process for dealing with complaints under the new standards regime.

a.    Sector Inspector Martin Schorah highlighted key points from the written update from Wiltshire Police. PCSO Sarah Hardwidge was back working in the Neighbourhood Policing Team (NPT) after having her first child. PCSO Andy Willox was also welcomed as a new recruit to the NPT in Calne. Anti social behaviour at The Pippin continued to be a main local issue and to date thirty letters had been sent to the parents/guardians of the young people involved informing them of their child’s behaviour. The Police still had this issue as a priority. The NPT had responded to a report of the ATM machine at the Co-op in Calne being tampered with and three males were currently remanded in prison. The Calne Pub Watch Scheme was an ongoing success and the Olympic Torch visit to Calne had been a fantastic event. Calne Town Council thanked the team also for their hard work at CalneFest.

 

b.    Please find a more up to date report, made available since the publication of the agenda pack, from Wiltshire Fire and Rescue Service attached. Mike Franklin commented that in 2011/12 there had not been a fire related death in Calne. Three thousand free home fire safety visits had been made to vulnerable people in the local area. c.    The written update from NHS Wiltshire was noted.

 

d.    The Chairman explained there was no update from Calne Community Area Partnership because Trevor Jenkins, former Chairman of the group, had resigned. Malcolm Gull was stepping into the position on a temporary basis, however was unable to attend the meeting due to family circumstances.   

 

e.    There was no update from Calne Community Area Young People’s Issues Group as Will Kay, Youth Development Coordinator, was on annual leave.

 

f.     The Chairman thanked Calne Town Council, Wiltshire Police and all volunteers for helping to make the torch relay a fantastic event. Hilmarton Parish Council had organised a self funded street party to celebrate the Jubilee and raised £600 for community projects. The new pedestrian refuge on the A3102 had been well received. The brewery Arkells was thanked for having their front steps repaired to enhance the look of the crossing area. The Parish Heritage Society had also produced a free Apple ipad application about the history of the parish available from the Apple store. Cherhill Parish Council had held a successful beacon event that had been attended by 120 people. Calne Town Council was involved in many events coming up. These included a town criers competition, a community cycle ride, Calne’s first Green Day and the Summer Festival and Carnival on Saturday 30 June.

Informal Adult Education in Wiltshire

To consult the area board regarding the future provision of informal adult education in Wiltshire.

Simon Burke, Head of Business and Commercial Services, gave a presentation to consult the area board on the future provision of informal adult education in Wiltshire.

 

Informal adult education refers to courses for leisure and pleasure (a non statutory service). Consultation was taking place now due to the closure of Urchfont Manor, the Government’s ‘Community Learning Trust’ model, new community campuses and the need to consider the role that Wiltshire Council should take. Consultation would also involve an online questionnaire survey open until 27 June and paper copies of the survey in libraries until 15 June 2012.

 

Four options were presented to the meeting, for area board members to agree which they considered to be the best option for the community area. The options were:

1.     Take no action

2.     Council to be direct provider

3.     Council to facilitate provision

4.     Council to coordinate and promote activities.

 

This was followed by an opportunity for discussion. The community hub in Calne was already a popular facility providing education for adults, especially in ICT. The hub was looking to move and enhance its facilities as part of the campus project. Coleman’s Farm also had a fantastic ICT suite with potential for increased community use.

 

The Chairman took a show of hands as to which option those at the meeting would like Calne Area Board to recommend, for the recommendation to be taken to Cabinet in September 2012. Option 3 was considered by the room to be the best option. This would use the expertise and experience of other providers, limit financial risk to the council, reduce financial risk to providers, build upon a network of community areas and allow for certain funding bids to be made by providers and Wiltshire Council together.

 

Decision

Calne Area Board would recommend Option 3 – for Wiltshire Council to facilitate provision of informal adult education in Wiltshire.

Tackling Financial Exclusion with a Focus on Wiltshire Community Bank

To give information regarding the Wiltshire Community Bank which provides a credit union service around the county.

Minutes:

Emma Cooper then provided information about Wiltshire Community Bank which provides a credit union service around the county. This covered the main points below:

 

·         What financial exclusion is

·         What it means to be financially excluded

·         Where financial exclusion is found

·         Where it exists in the Calne Community Area

·         What was being done to address financial exclusion

·         Financial inclusion services in Wiltshire.

 

Emma encouraged people to find out more about Wiltshire Community Bank. This provided affordable credit to people in need who may have been blacklisted for credit in the past. It was run effectively as a cooperative with dividends awarded to members. Emma explained the lowest defaulting service in the county was in Calne.

 

You can support your local credit union by volunteering or becoming a member; both good savers and good borrowers were needed. 

 

Councillor Berry highlighted the opportunity for joined up thinking from the services represented by Simon Burke and Emma Cooper, with potential for educational courses on how to budget well.

Area Board Funding

To consider one application to the Community Area Grants Scheme, as follows:

 

Summer Fun in Calne Playscheme – seeking £1,800 towards providing a four week programme of inclusive activities for young people and children during the summer holidays.

Consideration was given to one application made to the Community Area Grants Scheme.

 

Decision

Summer Fun in Calne Playscheme were awarded £1,800 towards providing a four week programme of inclusive activities for young people and children during the summer holidays.

 

Reason

The application meets the 2012/13 grant criteria and it addresses issues in the Calne Community Area Plan, providing activities for young people and children and encouraging a sense of community cohesion, pride and wellbeing.

Councillors will provide an update on community issues and progress on Area Board working groups. This will include:

Councillors provided an update on community issues and progress on Calne Area Board working groups.

 

a.      The skate board park working group had met last week and started to use the fire station as a meeting venue. Plans were in place for the young people to fundraise. Planning permission had been obtained for the project, on condition the acoustic fence was extended.

 

b.     The Chairman provided a detailed update about the highways working group. The area board was asked to endorse recommendations from the group, as below.

 

With regards to the speed limit review for C and unclassified roads:

 

Decision

Submit the C15 (from A4 east of Quemerford through Compton Bassett to Wootton Bassett) and C113 (from A4 west of Calne through Ratford, Bremhill Wick, East Tytherton, Kellaways towards Langley Burrell) to the C & unclassified speed limit review as Calne Area Board priority routes (with C112 as reserve priority).

 

With regards to CATG funding allocation, the area board noted a contribution of £1,000 from Calne Without Parish Council towards the Sandy Lane/Back Lane scheme.

 

Decision

Calne Area Board would allocate £4,600 from the 2012/13 CATG funding allocation towards the implementation of an improvement scheme at the junction of Sandy Lane/Back Lane.

 

Decision

Calne Area Board declined a request for financial support of a signage scheme for Patford House surgery, Calne.

 

With regards to the substantive highways scheme 2012/13, the area board noted a contribution of £1,000 from Hilmarton Parish Council towards the Goatacre refuge scheme.

 

Decision

Calne Area Board would allocate £7,865 from the 2012/13 CATG funding allocation towards implementing safer pedestrian crossing arrangements at Goatacre, conditional upon the balance of funding being in place.

 

Decision

Calne Area Board would allocate £2,000 from the 2012/13 Calne Area board budget towards the implementation of a pedestrian refuge and associated works at Goatacre, conditional upon the balance of funding being in place.

 

Decision

The Community Area Manager would make a submission to the substantive highways budget for the balance of funding required to implement a safer pedestrian crossing at Goatacre.   

 

The Chairman explained that the CATG was conscious this would exhaust the budget for road safety for this year, but no further projects remained on the priority list.

 

c.     The next exciting step for the Calne campus working group was producing feasibility studies for the project. Draft designs would be brought to a future area board meeting.

 

d.     Please find minutes from the previous Sandpit Road (section 106) working group meeting attached. 

 

e.     Councillor Hill reported an air quality working group had been established after the last area board meeting. The group had already held one meeting and were keen to move forward. The group was minded, with input from a technical expert, to set up an Air Quality Management Area in Calne.

 

Decision

Calne Area Board would support and approve the public consultation required in order to establish an Air Quality Management Area in Calne.
