The Chairman will welcome those present to the meeting.

The Chairman welcomed everyone to the meeting of the Warminster Area Board and invited members of the board to introduce themselves.

Minutes

To approve and sign as a correct record the minutes of the meetings held on 21 June 2018 & 19 September 2018.

The minutes of the previous meetings held on  21 June and 19 September 2018 were agreed as correct records and signed by the Chairman.

Declarations of Interest

To receive any declarations of disclosable interests or dispensations granted by the Standards Committee.

Chairman's Announcements

FThe Chairman will introduce the Announcements included in the agenda and invite any questions.

The Chairman made reference to the announcements included within the agenda and welcomed the Dorset & Wiltshire Fire & Rescue Service, based at Warminster Fire Station, who were in attendance with their fire engine and presenting later in the meeting.

Family Learning Festival

Jacqui Abbott, Community Engagement Manager, gave an overview of the Family Learning Festival, which was the first to be held in Warminster. Many family friendly activities had taken place throughout the half term week in October, which had received positive feedback noting that the festival would be bigger and better next year.

 

Fire Safety & Safe and Well Information

 

Jon Macdonald introduced the firemen in attendance and gave an overview of the Warminster station. The Warminster station was a retained station which meant that the firefighters were on call at all hours.

 

The incidents that firefighters had to deal with were varied which included fire and road traffic incidents.  Community engagement and prevention work was a focus where a number of initiatives had been developed such as the Fire Cadets, Salamander, Safe Drive Stay Alive – a road traffic collision workshop and Safe and Well visits.

 

Safe and Well visits were aimed at helping the vulnerable remain safe and well within their homes. The visits could involve; assessing fire safety within their home, developing fire escape plans, talking about welfare, heat alone scheme and sign posting to other essential services. 

 

Advice was sought on animal welfare during the fireworks and the advice given was to keep animals inside.

 

 

Shape up 4 Life

 

Katherine Reeves, Weight Management Programmes Lead, gave a presentation on Shape Up 4 Life.

 

Shape Up 4 Life was a free 12 week weight management programme for Wiltshire residents. Each week would focus on a different aspect of weight loss such as eating well, portion sizes and food labels. The sessions ran for 45 minutes which were delivered by qualified instructors. Sessions could be run in any village as long as a minimum of 12 people signed up.

Janette Bowra, Local Youth Facilitator, informed the meeting that there were no grant applications. There would be a possible Salamander course ran in Warminster with more details to come.

Mr Jerry Herbert introduced himself, explaining that he had started in August 2018 with a role to support and share the responsibilities and vision of the Police and Crime Commissioner, and to help implement and deliver the Police and Crime Plan. A key role will be to understand issues, concerns and representing the views of the public in Wiltshire and Swindon to help shape the priorities.

 

The nature of crime had changed which meant that investment would be needed to tackle those new issues.

 

Deputy Sector Head James Williams, spoke on his report included in the agenda.

Welcome from Chapmanslade

Minutes:

XXX, from Chapmanslade gave a presentation on life in the rural community and it’s challenges.

 

The presentation focused on housing development, traffic issues including congestion, speeding and overweight heavy goods vehicles. The village hall and the important role it has for the community, how media is used to enhance communication in the village, school and church integration into the community and the village plan.

The Community Engagement Manager informed the meeting that the WW1 trees had been delivered and were ready for collection from the Civic Centre in Warminster.

 

 

Older People’s Champion Update

 

Deborah Gogarty, Chair and Older People’s Champion, informed the meeting that she had been attending a variety of events and volunteering which had been inspiring. She congratulated all volunteers noting how inspirational and creative they were. There was also a number of programmes coming up such as the mens shed, a transport survey, mental health drop in sessions, a spot on Warminster Community Radio and an event in June 2019 for volunteer week.

Community Area Transport Group

12.

Warminster Regeneration Working Group

To receive an update.

Minutes:

It was noted that the Regeneration Working Group were meeting on a monthly basis and had asked consultants to look at the work which had already been done and to identify other areas suitable for the regeneration.

 

A comment was made regarding the community asset transfer and that the transfer did not include the local parks and if they could be included in the transfer rather than leased.

 

The Area Board Members recognised that Warminster Town Council would like to pursue the local parks as a community asset transfer and not as a lease.

Area Board Funding - Community Area Grants

To consider applications for funding from the Community Area Grants Scheme.

To award Run in the Park.- Warminster £500 towards the Warminster run in the park.

 

To award Chapmanslade Parish Council £1692.50 towards a speed indicator device.

 

To award Heytesbury Football Club £1050 towards flood lights.
