Chairman's Welcome and Introductions

Following the end of the youth workshop, the Chairman will open the rest of the formal meeting.

The Chairman welcomed everyone the meeting and thanked everyone for making the youth focused networking event at the start of the evening a success.

To approve and sign as a correct record the minutes of the meeting held on 8 November 2017.

The meeting of the 10 January 2018 was cancelled due to adverse weather conditions.

The chairman invited partners to present any updates. These included:

 

Police – raising awareness and taking action on oil theft and rural crime;

Fire – the availability of crews had improved following recent recruitment;

Riverside Centre – the team was pleased with their first year in operation and promoted the Art & Craft day planned for April;

Lea & Cleverton – expressed some discontent with the planning system and expressed concern that their views were not given adequate weight. In response to the issues raised, the Chairman stated that parish and town councillors were a consultee as part of a process governed by national laws and policies, and encouraged to develop their own Neighbourhood Plan.

Update From Community Engagement Manager

An update will be provided by Ollie Phipps, Community Engagement Manager (CEM) for the Malmesbury community area including information about the Big Pledge.

Minutes:

Ollie Phipps, the Community Engagement Manager, provided an update including:

 

That the Big Pledge would now be linked to the Commonwealth; that activities for the Great British Spring Clean had been rearranged due to the inclement weather; that those wishing to arrange little picks should contact Ollie and that the council would arrange disposal of the waste collected by groups.

Area Board Funding

Councillors will be asked to consider the Community Area Grants report and make recommendations on the applications received:

 

·       Malmesbury Concert Band            £425.00

·       Charlton Village Hall                      £900.00

·       Malmesbury Community Radio      £650.00

·       Riverside Arts & Crafts Event        £500.00

 

The meeting will also publicly ratify decisions held over from the cancelled January meeting.

Following representations from applicants and the chance to ask questions, the meeting;

 

Resolved

 

1.     To award £425 to the Concert Band

2.     To award £900 to Charlton Village Hal

3.     To award £650 to Malmesbury Community Radio

4.     To award £500 to  Riverside Arts and Craft Events

5.     To ratify the following decisions held over from January:

a)    Hankerton Parish Council - Amenity Area - £5,000

b)   Art Lift – Abbey Group - £500

c)    Safe Walking to School Lights – Councillor Led Initiative - £2,000

Community Area Transport Group

The Area Board will be asked to consider the recommendations from the September and December meetings of the Malmesbury Community Area Transport Group (CATG) meeting outlined in the report.

 

These recommendations are here for public ratification following the cancellation of the January meeting.

It was noted that these recommendations were at the meeting for public ratification following the cancellation of the January meeting.

1.     To note the discussions of the Community Area Transport Group; and

 

2.     To approve the recommendations therein.

Any other items of business which the Chairman agrees to consider as a matter of urgency.

The Chairman drew the meeting’s attention to the item, circulated as urgent, in relation to the Road Surfacing Programme 2018/19. The Chairman proposed, subsequently agreed by the Committee that the item should be referred to the Community Area Transport Group for comment before coming back to the Area Board in May.

Next Meeting

The next meeting of the Malmesbury Area Board will be held on Wednesday, 2 May 2018, 7.00 pm.

Please note that this is a new date.

The meeting noted that the next meeting would be on the 2nd May. It was aslo noted that the Parish & Town Council Information Fair held over from the cancelled January meeting would be held then.
