We would like to begin by stating very clearly that the
Residents (most affected by this application) of both Dundas Court
and Cyprus Terrace were NOT consulted honestly by anyone regarding
this application. Regulations relating to required local
consultations are very clear, however these have certainly not been
complied with during or prior to the compilation of this planning
application.
The reasons for this can only be speculated at, but the assertion
must surely be that the Canoe Club did not wish residents to now of
its plans prior to the (‘very quiet’) asset transfer of
the Council Depot.
Dundas Court residents (some) had a piece of paper posted in their
letter boxes. This contained scant information and certainly failed
to convey (by design) the import to residents of the
application.
Cyprus Terrace residents received nothing whatsoever.
The Canoe Club application however states that Cyprus Terrace
residents were consulted which is clearly untrue and deliberately
misleading.
Residents (both addresses) have been spoken for, at a Devizes Town
Council planning meeting and stated that correct consultations were
not carried out.
No action or interest was shown by the Devizes Town Council
regarding this whatsoever and our Local Councillor Sue Evans made
no effort to support the resident’s views during the meeting,
which were made very clear to her prior to the meetings.
A formal complaint has been submitted regarding Sue Evans conduct
in this matter to Wiltshire Council.

Our opposition of the proposed redevelopment has several areas.
1: The residents of Dundas Court (mostly older/retired persons)
enjoy a quiet/safe/private area in which to live. Their properties
are approached over a Privately Owned road (Lower Wharf)
Lower Wharf is a very narrow ‘Single Track’ Road which
is the only access for residents of both Cyprus Terrace and Dundas
Court. It is mainly used for Private Pedestrian access by residents
(on foot)
This road is not (and was not designed) for two-way traffic and any
application that creates the situation of face-on traffic along
this narrow access is clearly flawed and ill-concieved.
Lower Wharf has had very little vehicular movement over the last 10
years and which is confined to residents vehicles (seldom used) and
vehicular access provided to Wadworth’s Brewery (small vans
only) and Council Depot Vehicles.
It should be VERY CLEARLY noted that current vehicle movements are
limited to only a few Wadworth vehicle movements daily (less than
10) and these are usually done very early in the morning, which
certainly causes no disruption to residents at current
levels.
The vehicular access for the Council Depot has no discernable
vehicle movements currently and has reduced significantly during
the last 4 years to perhaps only 1 or 2 vehicles daily.
ALL CURRENT VEHICULAR MOVEMENTS ARE CONFINED TO NORMAL/REASONABLE
WORKING HOURS (MON-FRI only) AND ARE RARELY/SELDOM AFTER
5.00PM.
THERE ARE NO CURRENT VEHICULAR ACCESS MOVEMENTS AT WEEKENDS
WHATSOEVER FROM EITHER WADWORTH OR COUNCIL VEHICLES.
The current vehicular levels of access are satisfactory (just)
although it should be noted that residents have been subject to
several ‘near misses’ with vehicles, when using their
Private Road to gain pedestrian access to their Properties.
Residents of Cyprus Terrace have a defined rear access to their
properties which opens directly onto Lower Wharf at the narrowest
(less than 7 feet) point of access.
Any increase to current levels of vehicular access will create the
possibility of accident or serious injury.
THE CYRPUS TERRACE ACCESS HAS BEEN IN PLACE FOR OVER 5O
YEARS.
Any increase to current levels of vehicle movement will create a
bigger/more obvious pedestrian injury risk for residents, also
significant increase in noise and pollution as vehicles must all
pass within 12” o
