To consider the comments received following the formal advertisement of a proposed reduction of existing speed limits on the A342 & A3102 in the parishes of Bromham and Calne Without, to include the following roads and to recommend an appropriate way forward.

·       A342 Devizes Road, Bromham

·       A3102 Bromham and Calne Without

I approve that:

(i)             The proposals be implemented as advertised.

(ii)            The objectors be advised accordingly.

This decision was published on Thursday 10 April 2025 and will come into force on Tuesday 22 April 2025.

Alterations to the speed limits on A342 is proposed in response to concerns raised by the Devizes LHFIG on behalf of Bromham Parish Council and the local community.  Alongside the ongoing safety improvements on the A3102 including a speed limit reduction. An assessment has been completed in accordance with the relevant Department for Transport Guidance and the proposals meet the expectation of this.

To:

(i)             Implement the proposals as advertised.

(ii)            Implement the proposals as advertised with amendments.

(iii)          To abandon the proposals.

Consultation has been undertaken with:

• The elected Wiltshire Council Members through the statutory TRO consultation process
• The elected Bromham and Calne Without Parish Council Members through the statutory TRO consultation process
• Emergency services through the statutory TRO consultation process
• Members of the public through the statutory TRO consultation process

The proposed changes were subject to formal consultation ending on 9th December 2024. The advertisement plan can be seen in Appendix 1. During the consultation period a total of six items of correspondence were received in response to the Council’s proposals. Of the items received, four expressed support or partial support for the Council’s proposals, also requesting additional measures and two expressed objection requesting additional measures be taken or. A list of respondents can be found in Appendix 2 and a summary of the issues raised together with officer comments, is included in Appendix 3.
