The Board is asked to note any funding awards made under the Delegated Funding Process, by the Strategic Engagement & Partnership Manager, between meetings due to matters of urgency.

Minutes:

The Board noted the budgets remaining for allocation at the meeting and heard from representatives in attendance who gave a brief overview of their project followed by any questions by the Board.

Area Board Initiatives:

 

Carers Seaside Trip, requested £499

Karen Linaker spoke in support of the project.

 

Cllr Rich Rogers moved the motion to award in full, this was seconded by Cllr Richard Britton.

 

Decision

The Area Board Initiative - Carers Seaside Trip was awarded £499.

Reason – The application met the Older & Vulnerable Grants Criteria 2024/25

 

New Youth Worker for Southern Wiltshire community area, requested £5,000

Karen Linaker spoke in support of the project.

 

Questions and comments:

Cllr Oliver - If the other funds were not raised what would happen to the £5,000?

Answer: The awarded £5,000 would go back into the pot and we would need to look next year at reshaping the bid.

 

Cllr R Clewer - I have some concerns about the history of youth workrs under rural areas, when we were previously operating, the coverage in rural areas was low and more urban based. History had not demonstrated it worked very well. We need to understand what the genuine outreach for the young people was and PCs need to understand what coverage was available. I am keen that we map the evidence and we know what impact it was having.

 

Cllr Britton - This project had been in the works for 2 years and reviewed from all angles. There was clear evidence for the demand for improvement.

 

Cllr Richard Britton moved the motion to award in full, this was seconded by Cllr Ian McLennan.

Reason – The application met the Youth Grants Criteria 2024/25

 

Youth Music Festival Programme, requested £3,000

Cllr Richard Clewer moved the motion to award in full, this was seconded by Cllr Zoe Clewer.

 

Decision

Area Board Initiative - Youth Music Festival Programme was awarded £3,000.

Reason – The application met the Youth Grants Criteria 2024/25

 

Carers Support Initiative, Everyman Cinema Trips, requested £336

Karen Linaker spoke in support of the project.

 

Cllr Rich Rogers moved the motion to award in full, this was seconded by Cllr Andy Oliver.

 

Decision

Area Board Initiative - Carers Support Initiative, Everyman Cinema Trips was awarded £336.

Reason – The application met the Older & Vulnerable Grants Criteria 2024/25

 

Community Area Grants:

 

4th Romsey Bramshaw Scout Group - Howard Chandler Scout Hut Roof, requested £5,000.

The representative had been unable to attend at the last minute, to answer questions.

 

Cllr Zoe Clewer – The project was only just within my division. Members had discussed whether it was right to support a maintenance project and asked whether the applicant had explored other funding alternatives.

 

Karen Linaker noted that the applicant had been exploring other funding opportunities. A significant number of young people within the community area would benefit from the project.

 

The Board discussed its process of deferring applications when an applicant was unable to attend to answer questions. It agreed that on this occasion it was not able to make an allowance and approve funding without speaking to the applicant to understand some unanswered points further,

 

The Board recognised that as this was the last meeting in the financial year, any funds not allocated would be returned to a central pot and would not benefit local projects.

 

Cllr Richard Clewer noted that applicants were asked to attend in order to maintain good governance and suggested that to enable the grant to be considered within this financial year, the applicant could be asked to attend an online session to answer questions and that after consideration by the other Board members, he could make a decision via the Leader Delegated Decision process.

 

The Board agreed to the proposal to take the decision under the delegation process.

 

Decision

The application by 4th Romsey Bramshaw Scout Group for £5,000 towards the Howard Chandler Scout Hut Roof project would be considered by the members following an online meeting with the applicant, through the Leader Delegated Decision Process.

Reason – To allow time to arrange an online meeting with the applicant to answer questions put by the Members.

 

Young People Grants:

 

Salisbury Community Circus, Activities Roadshow Rig Safety Extension and

Equipment, requested £3,000

The Applicant Brian Ford spoke in support of the project.

 

The Board noted that due to remaining budgets, if the Board was minded to approve the funding award in full, then £116.90 would need to be taken from the Community Area Grants capital budget and £2883.10 from the young people’s budget.

 

Cllr Richard Britton moved the motion to award in full, this was seconded by Cllr Richard Clewer.

 

Decision

Salisbury Community Circus was awarded £3,000 towards Activities Roadshow Rig Safety Extension and Equipment (£116.90 from the Community Area Grants capital budget and £2883.10 from the Youth budget).

Reason – The application met the Youth Grants Criteria 2024/25

 

Old Sarum Youth Club, Sports & Circus Skills project requested £490

The Applicant Charlotte Windebank spoke in support of the project.

 

Cllr Rich Rogers moved the motion to award in full, this was seconded by Cllr Andy Oliver.

 

Decision

Old Sarum Youth Club was awarded £490 towards Sports & Circus Skills project.

Reason – The application met the Youth Grants Criteria 2024/25

 

Delegated Funding:

 

No funding awards were made between meetings under the SEPM Delegated Funding Process.
