Chairman's Announcements

Minutes:

·         The Nadder Centre piece of art commissioned by the Area Board would be unveiled on Saturday 28th September.

 

·         Ansty had been awarded 1st place overall in Wiltshire, in the Best Kept Village competition.

 

·         The Board reflected on the local contributions of Jeremy Hooper, former Salisbury District Council councillor and local teacher and Elizabeth Young, clerk for Fovant and Hindon parish council’s for many years, as they had both recently had passed away.

 

·         Recycling week was on 23rd to 29th September, as detailed in the agenda pack.

 

·         Congratulations were given to Simon Rowe from Highways and Streetscene, who has been awarded an MBE in recognition for his work, particularly during the Novichok incident.

The Board noted the written updates attached to the agenda, and received the following verbal updates from partners present:

 

Police – Inspector Pete Sparrow

Any suspicious vehicles being driven around should be reported to the police on either 999 or 101. We can assess the matter and decided if we need to attend.

 

Last year we reduced the number of insurance claims, by way of reduction in rural crime. Crime prevention in rural locations could include digging ditches around the edges of fields, to prevent access.

 

Inspector Andy Fee not able to attend tonight, however questions could be fed back.

 

The Police report for the South locality would be attached to the minutes.

 

Often, demand outstripped the resources available. We have had to look hard at changing our model, to try and reduce things. We anticipate number of new Officers, which would enable us to deliver more proactively.

 

In terms of demand reduction, there had been a lot of training recently, where the focus was on how to stop the next officer coming along to the same incident in repeat offences.

 

Over the summer there had been issues with motorbikes riding over Harnham Hill. A series of measures were introduced, increased patrols, letters of actions and seizing vehicles.

 

County Lines was mostly focused around Salisbury area, but there had been an incident in Wilton. We have put a closure notice on premises, stopping anyone other than the registered resident from entering there.

 

A change to the PCSO for Wilton, as she will become a full Police Officer and move to a new post. Matt Smith from Downton would move over cover.

 

There would be three new PCSOs in October, deploying on the city beats to learn their trade.

 

A vehicle was recently tracked through Salisbury, and was stopped and found to have stolen farm tools from Devon.

 

An operation around knife crime was running.

 

There had been recent lead thefts, from churches. This was being handled by the CID in Melksham. There had been one offence at Salisbury Cathedral, there were also offences in the SWW community area.

 

Questions and comments: 

·       Cllr Wayman – The West report details Community Speedwatch (CSW) checks were supported, have you done any in your area, in the South? Answer: Yes we do follow the CSW it is one of our priorities. Over the summer resourcing was difficult.

·       We do not see any data fed back to the Area Board. We would like to know how often you are going out and the result of these checks. We really would like to see some positive constructive help and tickets issues to try and slow them down. Yes, crime is low, but we feel neglected, we would like a positive action in reducing speeding as it is an issue in our areas. Answer: The problem is the geographical area, and the amount of crime in these areas is low. The Officers do migrate to the busier areas. Bringing back to life the ancient landscape of the Cranborne Chase and the Chalke Valley

To receive a presentation on this exciting five-year project as it gets underway, helped by nearly £3m of funding.  Come and learn how to get involved in new natural, cultural and historic landscape initiatives and activities facilitated by this project.

Linda Nunn, Director of Cranborne Chase AONB, and Mel Capper, Communications Officer, gave a presentation and provided a summary of the projects that were on offer and how people could get involved.

 

In 2015, we submitted a bid to the National Lottery Heritage Fund to enhance and improve the heritage of the landscape partnership area, and to better involve and engage people across the whole area. We were awarded £1.68 million, and with match partnership funding the total project fund is £2.7 million for a five-year project, which would run until 2024.

 

Just over a third of the AONB was in the partnership area. The idea was to bring people in from the surrounding areas and to get involved.

 

The Partnership Chairman was Martin Packworth, and there would be a community stakeholder group. Members would be sought by advertising for interested people to join. Two people from that group would be elected to sit on the Landscape Board. There would also be an opportunity for people from the local area to be involved.

 

The Landscape Partnership Scheme was separated into 3 areas, and under that there would be an array of projects including:

 

·       Crystal Clear Ebble

·       Nurturing Nature

·       Greater Grazing

·       Wonderful Woodlands

·       Starry, Starry Nights

 

Linda explained that there was a new app coming out during the October half term. The app was created using augmented reality. There would be five locations you could visit with the app, where an actor would start talking to you in the role of a character.

 

Thomas Hardy was one of the characters, he and other direct you on to the next place through the app on your phone.

 

The theme for the Chalke Valley History Festival next year would be Romans. We will have some Romans march from the cursors to the festival.

 

A panel would be set up to look at grant applications. Once we are ready to promote this funding scheme information would be publicised. 

 

The Larmer Tree had already offered us a space to come together after the five years to present what has been achieved.

 

We will produce a Stakeholder Relations Plan. When the project was launched we started a register of interest so that we could involve as many people as possible.

 

Those present were asked to consider the details circulated on each project and make suggestions of any local groups or organisations which could be approached to be involved.

 

The Heritage fund will support a team of five for the five years, a minibus that can take wheelchair users and a pickup vehicle to access the landscape.

 

We are moving our location from Wimborne, to Rushmore farm, Tollard Royal Wiltshire.

Local Community Priorities (2017-2019) - Progress Update

Community Engagement Manager to present an update on progress made on community priorities agreed by the Area Board in 2017.

The Community Engagement Manager, Karen Linaker gave an update on the progress made on community projects agreed by the Area Board in 2017.

 

Every 2-3 years the council and its partners hold local events to discuss with you how key strategic priorities can link with local priorities. 

 

This process informs the joint strategic needs assessment which local government is required to carry out, and in so doing, you tell us your views on issues to do with e.g. children’s health and education, older people’s health and wellbeing, transport and highways, the environment, housing, the local economy and community safety.

 

When you last did this at the end of 2017, the list of local priorities for local action that you agreed with the South West Wiltshire Area Board were:

 

        Children and young people: obesity, positive leisure time activities, emotional and mental health

        Community safety: highway safety, alcohol and drug misuse, protecting the vulnerable

        Culture: affordable access to cultural activities, diversity and social inclusion, participation in arts, crafts and culture

        Economy: apprenticeships and work experience, broadband and digital, support for existing businesses

        Environment: flytipping and litter, river quality, wildlife and biodiversity

        Health, wellbeing and leisure: physical fitness and activity, healthy lifestyles, support for carers

        Your community and housing: affordable housing, deprivation and poverty, digital engagement and broadband

        Transport: road improvements, access to public transport, highway infrastructure

        Older People: support for carers, social isolation and loneliness, dementia

 

The work we do is very much linked with the Wiltshire Council Business Plan,  the CEMs have to make sure the work is fed up to the strategy of the council.

 

The Council’s vision has been to create stronger communities. There are 4 key priorities in the business plan, one of which is ‘creating stronger communities’.   

 

Karen ran through a list of local projects funded by the Board since 2017.

Community Area Transport Group (CATG) Update

To receive an update following the last CATG meeting held on 24th July 2019.

The Board noted the minutes and considered the recommendations for funding arising from the last Community Area Transport Group meeting which was held on 24th July 2019, as detailed in the report attached to the agenda.

 

Decision

The South West Wiltshire Area Board approved CATG funding to the following:

 

·         £2,000 transferred to the Fingerpost Scheme

·         £3,000 allocated for 20mph assessments

·         Issue 6659, Fonthill Bishop - £1500 towards white gates & £3000 towards improvement scheme

·         Tisbury Row - £750 on carriageway footway

 

Cllr Deane - Thanks to Julie Watts and David Button for all of their hard work. CATG is specifically for small schemes. The Board does expect contributions from the local parish council.

 

For many years the Area Board had allocated funding to a specific pot for applications to renovate and repair fingerposts. Cllr Deane urged parishes to submit their bids for this scheme to the CEM, six weeks prior to the Area Board meeting.

 

The next CATG meeting was scheduled for 6th November 2019, at 2.00pm.

Area Board Initiative

To consider a funding request to facilitate an intergenerational Silent Disco project - £600 from the Health & Wellbeing budget

The Board considered four applications for funding from the Community Area Grant Scheme for 2019/20, as detailed in the report attached to the agenda.

 

Wilton Baptist Church requested £1250 towards the Wilton Town Clock project.

Applicant Simon Cook was in attendance to present his project and answer questions. For the last 40 years the Baptist church had taken on the maintenance to the clock. The clock often required correction by climbing up in to the roof, which has now become impracticable for the man responsible.

 

A pendulum corrector was now required to solve the need for manual corrections. The town council had agreed to provide £500, with the church also making a contribution to the balance. This was the town clock, used by all the community.

 

Cllr Church noted that the clock was an important landmark in Wilton. There was a running joke in the town that it was always out of time.

 

Cllr Dean noted that most people now used their mobile phones to tell the time. The clock was of importance because of its historic value.

 

It was noted that often a clock on a church or community building had been considered by Boards across Wiltshire, and were considered a community asset.

 

Decision

Wilton Baptist Church was allocated £1250 towards the town clock project.

Reason

The project met the Community Area Grant Criteria for 2019/20

 

South Newton Parish Council requested £290 towards some Kissing Gates.

 

Cllr Church noted that just before Salisbury Armed Forces weekend there was a charity run, and this gate was repeatedly left open, resulting in the livestock and horses nearly escaping on to the A36.

 

Cllr Deane added that the Board supported countryside gates to make our areas more accessible.

 

Decision

South Newton Parish Council was allocated £290 towards the kissing gate project.

Reason

The project met the Community Area Grant Criteria for 2019/20

 

Chilmark Reading Room requested £781.80 towards new lighting and heating.

Applicant Kirk Murray Jones spoke in support of the project. He noted that this was a place where the entire community came and enjoyed social interaction.

 

Cllr Wayman noted that the Board had always tried to help communities with their community spaces.

 

Decision

Chilmark Reading Room was allocated £781.80 towards the lighting and heating project.

Reason

The project met the Community Area Grant Criteria for 2019/20

 

Quidhampton Village Hall Committee requested £3625 towards the village hall kitchen roof replacement.

 

Applicant John Cater spoke in support of the project. He explained the reason for the application coming in late, as this was due to complications with access due to an adjoining resident.

 

The required repairs to the roof were needed imminently before the bad weather arrived. Using previous Area Board funding, a patch repair was carried out the previous year after a leak was found.

 

The total project cost was £8,000. The applicant had applied to three funding streams.
