Members update

Due to high levels of vandalism, theft and violence within the County Hall/MECH -particularly out of hours, led to a review of security in 2008. 

CLT gave approval for Building Awareness (close circuit television) to be installed in order to increase site and fabric of the building security, safeguard staff and protect the public.

The preferred option is a system provided by Group 4 Technology (who currently supply the door entry/access system) to install the security cameras working in conjunction with security door access system giving an additional increased level of security.

 

The objective of this update is to inform of the progress of the scheme.

 

Twenty one cameras have now been installed and are due to be switched on during October 2009. A plan has been attached which highlights the position of the cameras across the campus. 

 

The system will record 24 hours a day, 7days a week.  It will not be continually monitored, as the hope is the cameras themselves will act as a deterrent.

The real time screen will allow the night security guard to get an overview of the grounds from one location throughout the night. Two employees from Strategic Property Services will receive specific training on the system and will be able to retrieve footage when a building security breach (incident) has occurred in compliance with the submitted Code of Practice which will be available on the intranet.

The code of practice clearly states what the system is used for - we are not watching staff movements - the system is purely for safety of the building. The Images recorded on the system are for incidents only and can not be used against individual staff - They can only be used against people committing crime.

Building Awareness will not only help to improve security but will reduce the amount of vandalism and theft to the complex, and in turn reduce the costs incurred by the Council.
