Chairman's Welcome and Introductions

The Chairman welcomed everyone to the Corsham Campus and the meeting of the Corsham Area Board.

To approve and sign as a correct record the minutes of the meeting held on Wednesday 23 November 2016.

Decision

 

That the minutes of the meeting held on 23 November 2016 were agreed as the correct record with the following amendments:

 

Item 5 –Corsham Town Council partner update

 

That the Batters woodland which runs along the railway line between Prospect  and Brook Drive and was used by soldiers to prepare for the Western Front, had been unveiled as the first Centenary Field in Wiltshire.

 

 

Item 5 –Chamber of Commerce partner update

 

That preparations were being made for an event to be held during March 2017 entitled “Corsham means business”.

 

 

Item 12 –Community Area Transport Group update

 

Area Board Issue 4965 -  Corsham, Leafield Industrial Estate

Concerns regarding HGVs turning left out of the northern junction of the industrial estate and contravening 7.5T weight restriction

 

Agreed  That the Area Board contribute £750 to the cost subject to the Town Council paying the remaining 25% for improved signage.

Precept Consultation - Office of the Police and Crime Commissioner

A video updating on OPCC priorities and precept proposals for 2017/18.

8.

Springfield community garden

Richard Rogers - Springfield Campus community garden (including member initiative request for funding)

Richard Rogers – Community Engagement Manager gave a short update regarding the Springfield Campus community garden including a member initiative request for funding.

 

When Springfield Campus was designed, it included a communal outside space and wildflower area. However the required maintenance and development of this area, either provided by the community or the grounds maintenance contract had not been sufficient.

 

The result was an area that was increasingly becoming untidy and in need of vital work. In addition the current maintenance contract would end during 2017 and there was no money identified to renew it let alone improve it.

 

Points made included:

 

·       The need to improve the outside space at the campus.

 

·       That the area was under-utilised and in poor upkeep.

 

·       That this was an area that could be a focal point of the campus.

 

·       Thanks to Nikki KennaTranscoco for her help in moving the project forward.

 

Decision

 

·       That the Area Board assigns up to £5,000 to improve the outside area around Springfield Community Campus.

 

·       That the current area was adapted to make it more attractive and sustainable, involving the community to get involved and look after it.

 

The Chairman thanked Richard Rogers for his presentation.

 

9.

Transcoco - update

Nikki Kenna - Transcoco

 

Minutes:

Nikki KennaTranscoco gave brief update on the work of Fairtrade locally and news of two recent community orchards.

 

Points made included:

 

·       The next Transcoco meeting would be held at the Pound Arts Centre at 7.30pm on Tuesday 24th January.  The topic would be ideas and plans for 2017.

 

·       That Transcoco were on the lookout for volunteers.

 

·       A big thank you to the Area Board for its help and support.

 

The Chairman thanked Transcoco for the good work being carried out in the Corsham community area.

 

10.

Warm and Safe Wiltshire

A presentation highlighting fuel poverty and ways residents can be supported to live better in their homes.

Philip Morris - Senior Development Manager, Warm and Safe Wiltshire gave a presentation on fuel poverty and ways residents can be supported to live better in their homes.

 

Points made included:

 

What Warm and Safe Wiltshire do

 

·       Free-phone based energy advice and support.

 

·       Home visits.

 

·       Fitting simple energy saving draught proofing measures for free.

 

·       Supported referral on for other relevant services.

 

 

How can Warm and Safe Wiltshire help

 

·       Practical advice – setting heating controls, managing damp, understanding your energy bill.

 

·       Advice on improvements that will save money and make patients homes warmer.

 

·       Identifying issues and finding solutions to high energy bills.

 

·       Support in accessing discounted or free; boiler/boiler repair, insulation and essential maintenance for vulnerable customers.

 

·       Energy debt support and income maximisation.

 

·       Energy switching support.

 

·       Financial maximisation, support with accessing grants.

 

·       Referrals for other support.

11.

Joint Strategic Assessment (JSA) Feedback from 7 December 2016

The Community Engagement Manager to update on the outcomes of JSA event held on the 7 December 2016 and the community priorities which came out of this event.

Richard Rogers – Community Engagement Manager gave a short presentation on  the Corsham ‘Our Community Matters’ event which was held on the 7 December 2016. Members of the public and partner agencies had attended and participated in the event.

 

A short film was then shown, highlighting community priorities for 2017.

 

Decision

 

·       That the Area Board adopts the priorities identified by the ‘Our Community Matters’ event and works to facilitate local action to tackle those priorities.

 

·       That the Area Board requests the Local Youth Network, the Health and Wellbeing Group and the Community Area Transport Group (and any other local task groups established by the Board) to adopt and take forward the priorities identified in the relevant theme areas.

·       That the Area Board requests the Community Engagement Manager to work with key partners, agencies and community groups to coordinate action around the priorities identified.

 

·       That the Board considers whether it wishes to champion a particular theme or priority and to earmark funding to promote, initiate and support community-led action around the selected priorities.

 

·       That the Board considers appointing a lead member to champion any priority (priorities) adopted.

 

·       That reports are submitted to the Board on progress made to address the priorities to ensure that positive outcomes are delivered and that this be made a regular item on future Board meetings.



The Chairman thanked Richard Rogers for organising such a successful event and expressed the Area Board’s thanks to the people who gave their time to participate in the event.

Local Youth Network (LYN)

To receive an update with regard to Youth work in the area, and to consider the application for funding listed below together with the recommendations of the Local Youth Network (LYN) Management Group.

 

·       Open Blue Bus requesting £3,000 for youth engagement and outreach in rural and outlying areas.

 

·       KIK Radio requesting £4,479 for accredited introduction courses.

 

·       Last Baguette Theatre requesting £2,640 for youth theatre outreach work Corsham.

 

·       GoActiv requesting £3,000 for parkour event.

  • The Open Blue Trust – Requesting £3,898 towards the conversion of the bus.

 

  • Colerne rugby Football Club – Requesting £5,000 towards new changing rooms.

 

  • 1st Lacock Scout Group – Requesting £1,337.50 towards a new trailer.

 

  • FRESCO – Requesting £500 for dry stone wall project.
