19.

Police Update

Inspector Doug Downing

Inspector Doug Downing gave a short update.

 

Points made included:

 

·         That there were some anti-social issues in Cllr Chris Hurst’s ward – Royal Wootton Bassett South.

 

·         That there were ongoing anti-social issues in Cricklade.

 

·         That it was good to see police patrols out in more rural parts of the community area.

 

·         That there were some frustrations that PCSOs were providing a good service, but due to shift patterns they ended their shifts at 10pm – could some work a later shift to help deal with anti-social issues etc.

 

·         That Cricklade police station would remain open for a further 14 months. After this officers would operate out of this building when needed using touchdown points in Cricklade.

Fire & Rescue Update

Station Manager Wayne Presley outlined the written update contained in the agenda pack.

Funding Applications

To consider applications to the Community Area Grants Scheme

The Area Board considered the following applications to the Community Area Grant Scheme.

 

The Area Board noted the grant funding budget:

 

·         Capital Grant Scheme – £47,776.00

 

·         Positive Youth Activities – £19,512.50

 

·         Health & Wellbeing/Older Persons Champion - £7,500.00

Decision

Wiltshire Music Centre awarded £1,500 towards Celebrating Age Wiltshire – phase 2

 

 

To note three delegated decisions

 

3530 – RW Bassett Town Hall Museum - extend deadline for delivery to end of March 2021 due to the Covid-19 emergency. No change to funding.

 

3353 – Purton & Cricklade Young Farmers Club - extend deadline for delivery end of March 2021. This was because of the Covid-19 emergency. No change to funding.

 

712, 681, 736 and 815 - Youth provision in Cricklade, Purton and Royal Wootton Bassett Repurpose remainder of 2019/2020 allocation to secure street based (detached) youth work sessions following collapse of the previous provider. No change to funding.

 

22.

Electoral/Boundary Review

The Area Board members noted the proposed boundary changes affecting the RWB&C community area. A report was contained in the agenda pack.

 

Points made included:

 

·         That following the Electoral Review of Wiltshire Council, Electoral Divisions for the May 2021 elections no longer aligned to the boundaries for the Council’s 18 Area Boards, which were based on Electoral Divisions.

 

·         It was therefore necessary for Full Council to agree new Area Board boundaries for implementation in May 2021.

 

·         That at its meeting on 21 July 2020 Full Council delegated authority to the Electoral Review Committee to conduct a review of Area Board boundaries and prepare recommendations for its consideration.

 

·         That the Committee had met with the Members of each Area Board in July to discuss the incoming Electoral Divisions and their impact, including potential Area Board boundaries. At its meeting on 13 August 2020 the Committee had also agreed a set of proposals for Area Board boundaries to be consulted upon.

 

·         That a consultation would run from 10 September 2020 – 31 October 2020 on the Draft Recommendations of the Electoral Review Committee for Area Board boundaries to take effect for May 2021.

 

 

23.

Local Recovery Plan Discussions

Cllr Allison Bucknell outlined the Local Recovery Plan discussions.

 

Points made included:

 

·         Working with the RWB environment group to support eco-friendly projects and initiatives.

 

·         Started a new health and wellbeing group and were starting to discuss and develop projects to address local issues.

 

·         Developing youth provision in the community area, in partnership with town and parish councils.

 

·         Started to develop a Parish forum to discuss locally important issues.

 

·         Ongoing focus on transport schemes via the Community Area Transport Group

 

·         Concern about impact on Mental/Physical and Economic health of our community.

 

·         Local people have offered support and friendship to the whole community in many ways, their experiences and thoughts were a key to the way we move forward through the pandemic and onwards to recovery.

 

·         Informal recovery plan might help the area board see how it can best support community action.

 

 

Attendees were then invited to share their experiences of the pandemic and how their group/organisation had become involved.

 

John Coole – Cricklade Foodbank 

 

·         Publicity – do people know where and how to contact the foodbank

 

·         That the Government food parcels were well received but some people felt that they didn’t need them etc – wasted money

 

 

Deb Skilton – Childrens Centre

 

·         Seeing the same families for interventions etc

 

·         Feedback – mental health anxieties, food issues and nappies. Delay in receiving school food vouchers

 

·         Parental conflicts and Financial issues

 

 

·         Health appointments – GP and dentist issues now reaching new parents

 

·         Concerns re fuel poverty as winter approaches and internet poverty

 

 

Dr Rob Noel – Royal Wootton Bassett Surgery

 

·         That local surgeries had continued to see people during the pandemic

 

·         That there had been an increase in mental health issues during the pandemic

 

·         Lots of help information available on GP websites

 

·         Community connector now working with isolated people getting them back into society again

 

·         Expanding the clinicians - taking on an extra GP

 

·         From Jan 21 a further three consulting rooms would be operational

 

·         That Flu clinics would start on Saturday 3 October

 

·         That the surgery was happy to help with foodbank collections etc

 

 

Angela Jensen – Cricklade Youth

 

·         That there had been some increase in vandalism attributed to young people in Cricklade during the pandemic

 

·         That the Area Board funding for youth work had been well received

 

·         That youth work was being delivered one evening per week at Cricklade Leisure Centre

 

·         Going forward – the needs of young people were paramount, with the hope that funding continues

 

 

Mike Robertson – Bradenstoke Helpers

 

·         That there were continued concerns that may elderly people feel isolated

 

·         Support Database - what support do we signpost these people to

 

 

·         Good support from Wiltshire Council during the pandemic

 

·         Some anti-social behaviour - Lynehan and Bradenstoke, youth related littering etc

 

 

Aridam – Sharot Charity Group

 

·         Good Work carried out with Jane Vaughan supporting families during  the lockdown

 

·         That more fresh food and provisions were needed

 

·         That some families had issues getting to the food bank to pick up food parcels

24.

Health and Wellbeing group Update

Cllr Mary Champion & Jane Vaughan

 

Minutes:

Cllr Mary Champion advised that she hoped that the Health & Wellbeing Group would be able to feed into any recovery discussions.

 

That loneliness and mental health issues had been exasperated during the pandemic for many people.

 

That the group needed to look at how it could we help as we moved forward.

 

That the volunteers had been amazing.

 

Next meeting – Wednesday 14 October.

 

 

Frances Barrone – Local Area Coordinator advised that mental health issues had been a recurring thread during the pandemic.

 

The importance of linking parents together for peer support.

 

 

Sally Maynard-Smith – Health Trainer, Wiltshire Council advised that the work of the Health Trainers had continued to operate during the pandemic via an on-line service.

 

That other roles had been assigned to Health Trainers during the pandemic, with some working on an on-line weigh management program.

 

That from Monday 5 October Wiltshire Council was re-launching the Health Trainer service.

Youth Update

Royal Wootton Bassett Local Youth Network report contained in the agenda pack was noted.

 

Jane Vaughan – Community Engagement Manager advised that local community groups had been doing amazing work during the pandemic – that people still wanted to help and volunteer.

 

That there was a positive feeling moving forward.

 

That there were more conversations to be had – more discussions to decide what our priorities were:

 

·         A series of virtual engagements (parish councils, health and wellbeing, youth, environment … dependent upon priorities identified) to facilitate detailed discussion around the priorities.

 

·         A community area status report to capture the current situation.

 

·         Prepare findings and proposals as a local recovery plan for the new Area Board in May 2021, offering a clear rationale for which priorities should be taken forward, how and by who.
