Wiltshire Council has launched consultation on the Wiltshire Housing Strategy 2017-22 and proposed changes to the Housing Allocations Policy.  Please see the link below.

Apologies for absence were received from Denis Bottomley – Everleigh Parish Council, Alan Woods – Fittleton Parish Council and Ann Birch – Tidworth Town Council.

Police Update

An update from Inspector Nick Mawson – Wiltshire Police.

 

To include Councillor initiative for Wiltshire Police Crime Reduction.

Councillor Led Initiative – Cllr Chris Williams

 

Decision

Wiltshire Police awarded £62.10 for three crime reduction signs in the Ludgershall Woods area.

 

 

6.

Local Youth Network

Wellington Heroes.

Nicola Ansell& Holly Bushell - Wellington Heroes advised that a Youth Conference was to be held on Wednesday 5 April at the Wellington Academy, all were welcome to attend this event.

 

 

The Area Board was asked to consider two applications for youth funding following  recommendations from the Local Youth Network (LYN) Management Group.

T2a awarded  £656.26 for Tidworth Girls Group.

Dorset & Wilts Fire & Rescue awarded  £5,000 for Tidworth Salamander Project .

7.

Local Highways Investment Fund

To agree a proposed road resurfacing and maintenance programme with a list of proposed local schemes for 2017/18

Peter Binley - Head of Highways Asset Management, Wiltshire Council outlined the report contained in the agenda pack.

 

Points made included:

 

  • The local highway network was vital to providing connectivity for businesses and communities, and effective maintenance to ensure its availability was essential to the economic development of the county. Wiltshire Council recognised the importance of maintaining and managing its highway network effectively.

 

  • The ‘Local Highways Investment Fund 2014 – 2020’ was addressing the long standing under investment in highways maintenance, which had been a problem nationally for many years.

 

  • The significant investment of £21 million annually for six years by Wiltshire Council had already seen a substantial improvement in the condition of the county’s road network, with a 30% reduction in the carriageway maintenance backlog in the first two years of the investment.

 

  • An indicative list of priority sites for treatment in 2017/18 had been developed ( Appendix 2, Page 59 of the agenda pack).

 

Decision

 

  • That the Tidworth Area Board agreed and noted the list of priority sites for treatment in 2017/18 ( Appendix 2, Page 59 of the agenda pack).

 

It was noted that various concerns were raised re the standard of pot hole patching, raised iron work and road edging carried out by Wiltshire Council in the community area.

Recycle for Wiltshire Tidworth Community Area Project - Final Summary

Jessica Thimbleby - Wiltshire Wildlife Trust

Minutes:

Jessica Thimbleby - Wiltshire Wildlife Trust gave a brief update on the Recycle for Wiltshire Tidworth Community Area Project which aimed to educate and encourage school children and communities throughout Wiltshire  to reduce, reuse and recycle more of their household rubbish.  

 

Points made included:

 

  • That the project had been ongoing since April 2016.

 

·        That the recent workshops had been very well received.

Cyber Crime

Sergeant Paul Harvey – Wiltshire Police.

Minutes:

This item was deferred to a future meeting due to other Police commitments.

10.

Area Board Grant Review - Home Start Kennet

Minutes:

Dawn Wilson gave a short feedback update on the Area Board grant that Home Start Kennet had received from the Tidworth Area Board for a first aid parents workshop.

 

Points made included:

 

·        That seven families had attended the course, and had found it very beneficial.

 

·        That Home Start Kennet had been working with families with young children in crisis for 30 years.

 

·        Thank you to the Area Board for funding the course.

Updates From Tidworth Community Area Partnership

  • That the group had now been put on hold.

 

 

Neighbourhood Tasking – Cllr Chris Williams

 

  • That the group were due to meet on Tuesday 14 March at the Memorial Hall, Ludgershall.

 

 

Health & Wellbeing Group GroupReia Jones

 

  • Discussions ongoing with South West Ambulance Service re the number of ambulances failing to attend the Chutes area.

 

  • Concerns re the lack of NHS dentists in the Tidworth/Andover area.

 

·        Thank you to the Area Board for the recent grant for a defibrillator at the Tidworth Community Centre.

 

  • That the next meeting would be held during April 2017.

 

 

Older Person & Carers Champion – Tony Pickernell

 

·        Currently looking at issues re wheelie bins left by the refuse collectors, blocking pavements after being emptied. This had become an issue for mobility scooter users.

 

  • That First Responders were still being sought to cover the Tidworth and Ludgershall areas.

 

·        That a child poverty meeting was to be held on Tuesday 14 March.

Great British Spring Clean

Well done to all, most parishes were involved. It was felt that it would be good to have regular litter picks, to build on the successes of Clean for the Queen and the Great British Spring Clean.

 

The successes of other projects, including SpeedWatch, Men’s Shed, Mosiac Project, Dementia Action Alliance, Salamander Project and Street Pastors.

 

The Chairman thanked Marc Read for his update.

13.

Community Area Transport Group update

Cllr Mark Connolly outlined two schemes from the CATG notes dated 27 February  20167that required Area Board approval to fund or approve:

 

Decision

Freight Strategy - Agreed same two priorities as last eyar. The Butt Street,

Ludgershall scheme, now a high priority with the Tidworth link road opening later this year. This also means Ludgershall Road, Collingbourne Ducis and Ludgershall Road, Tidworth would also need to be reviewed.

 

Decision

Endford PC Raised issue Coombe Lane sign that Balfour Beatty lost. Up to £500 to be allocated for a replacement sign.

 

It was also noted that Wiltshire had assigned a pot of £50,000 for all 18 Area Boards to fund footpath improvement schemes.

  • That an Easter Egg Hunt was planned.

 

·        That a Summer Festival event was planned for Saturday 22 July 2017.

 

 

Ludgershall Town Council – Owen White

 

  • Thanks to the Area Board for the litter picking equipment, and to the volunteers who joined in the Ludgershall litter pick.

 

  • That the Future Community building had been refurbished and is being used by Lovell Partnership as their main office for the Army Basing programme build.

 

 

Everleigh Parish Council

 

The written report was noted.

 

 

Enford Parish Council

 

·        Thanks to the Area Board for resolving the road sign issue.

 

·        Thanks to Cllr Charles Howard for his hard work as ward Councillor.

 

 

Lovell Partnerships

Representatives of the Lovell Partnerships introduced themselves. As providers of MOD service family accommodation, they would aim to have a representative at all future Area Board meetings.

In closing the Chairman thanked Cllr Charles Howard who was retiring from local government. The Chairman highlighted Cllr Howard’s hard work as both local and Unitary Councillor.
