Recommendation from the Joint Pewsey/Tidworth Area Board meeting – Monday 21 December 2015:
That the Cabinet Member for Strategic Planning, Property Waste and Strategic Housing having listened to and takeninto accountthe weight of publiccorrespondence andrepresentations made at this meeting, is requested to make a recommendation to keep Everleigh Household RecyclingCentre open for the good and benefit of the residents of the Pewsey and Tidworth community areas.

Police and Crime Commissioner - Precept consultation The Commissioner to present his proposals for the 2016-17 precept. Minutes: The Commissioner outlined the Precept Consultation.
Points made included:
Crime and Public Confidence
· Crime increased by 12% from December 2014 to November 2015.
· 7th lowest crime rate nationally with 50.7 crimes per 1,000 population.
· Public confidence measured by the OPCC Survey in 2015 is 83.7%, and had been consistently high since 2012.
· Victim satisfaction to October 2015 is 84.3% which is around the national average.
A good HMIC Assessment of Wiltshire Police
· Performance is regularly assessed by Her Majesty’s Inspector of Constabulary. Overall Wiltshire Police are rated as “good”.
· Our constabulary remains one of the best in the country.
Central Funding Announcement
· This years provisional settlement shows central funding reduce from £63.7m to £63.4m, a £0.3m reduction.
· This will be the fifth straight year of central funding reductions.
· Whilst this reduction is lower than previous years the loss of £0.3m with cost pressures (national wage agreement £0.8m, national pensions change impact on national insurance £2.0m) will result in significant savings still being required.
What is the budget?
·
A £3.12 increase in Council Tax will give a budget of
£105.695m compared to £103.956m for the current year.
This would lead to a funding gap of £2.6m for policing in
Wiltshire. · The Commissioner was committed to investing additional income from council tax in local policing.
How about the long term?
· The Chancellor’s Autumn Statement promised a cash neutral position for policing however no detail per force is available. With no council tax increases the funding gap against the national average would grow. With small council tax increases the resources available for local policing are better protected.
· The Area Board was assured by the Commissioner that local money would be spent on local policing.
Question raised from the floor included:
Will PCSOs be given more powers under the policing model? a.No, PCSOS would continue to support regular officers.
Can you assure us that local police numbers will not drop under the new policing model? a.No, but the new model of working would see more officers in the community areas.
Why do you have to increase your precept when you received no cuts in Central Government funding at the last budget? a.There was still a slight reduction in funding as well as the force having to budget for extra National Insurance contributions and investing heavily in new technology.

Men's Shed Association A presentation by Brian Cooke - Chair of Andover Men’s Shed and Sam Plummer - Vice Chair of Andover Men’s Shed to highlight a community project that looks to help combat social isolation in our older male population etc and would help meet some of the objectives that came out of the older persons workshops.
Minutes: Brian Cooke - Chair of Andover Men’s Shed gave a presentation that highlighted a community project which looks to help combat social isolation in our older male population etc and would help meet some of the objectives that came out of the older persons workshops.
Points made included:
· Originally an Australian idea.
· Over 400 sheds established in four years.
· Around 20% of shed members are disabled.
· Sheds range from 6-180 per group.
· Each shed has its own constitution.
· Around 90% of equipment used in sheds has been donated.
It was agreed that the Community Area Manager would work with Brian Cooke to start a Tidworth community shed.

Adult Literacy A presentation by Judith Vanderpump – Family Learning Manager, Wiltshire Council to highlight Adult Literacy issues in the community area. Minutes: Judith Vanderpump – Family Learning Manager, Wiltshire Council gave a presentation that highlighted Adult Literacy issues within the community area.
Points made included:
· Some 7 million adults in England – one in four – have literacy skills lower than those expected of an 11 year old.
· The situation for numeracy is worse. One in three adults in this country cannot calculate the area of a room 7m by 3m, even with the aid of a calculator.
· One in four adults cannot calculate the change from £2 after buying a range of goods.
· England is the only country in the developed world where the generation approaching retirement is more literate and numerate than the youngest adults, with adults aged 55 to 65 in England performing better than 16 to 24 year olds at foundation levels of literacy and numeracy.
· Out of 24 developed countries, England’s 16-65 year olds ranked 11th in literacy and 17th in numeracy, with 16-24 year olds ranked 22nd and 21st respectively.
· England was ranked 22nd for literacy and 21st for numeracy out of 24 countries.
· Demand for information-processing skills in an increasingly technology rich environment.
· Growth in professional level jobs.
· Need good levels of literacy, numeracy and problem solving skills.
· ‘Generic’ skills such as the ability to communicate effectively, work as part of a team and self manage.
· Ability to learn.

Inspector Lange advised that this was his last Area Board as he would be retiring from the Wiltshire Police force.

Tidworth Community Area Partnership – Tony Pickernell
· Community Band Concert on Friday 18 March at the Garrison Theatre.
· Area Awards Presentation Night on the 21 April at the Wellington Academy.
· The Tidworth and Ludgershall Memory Cafes were now up and running.
Tidworth Town Council – Humph Jones
· That work continues on the new Civic Centre building.
Ludgershall Town Council – Owen White
· That the new security lighting at the Recreation Ground was proving a deterrent to vandals.
· That Ludgershall Town Council was looking at how it could potential run the Ludgershall Boys Club.
