The Chairman welcomed everyone to the Enford Village Hall for the meeting of the Tidworth Area Board.

 

The following Chairman’s announcements contained in the agenda pack were noted:

 

·       Safeguarding Thresholds.

 

·       Community Library volunteers at Ludgershall Library.

 

The Chairman also paid tribute to the Tidworth Mums group, who had recently won a national award from the National Pre-School Learning Alliance.

 

The Chairman also advised that the Tidworth Area Board had received an 80% satisfaction rating, and thanked everyone for continuing to make the Tidworth Area Board an effective and useful meeting point.

Apologies for Absence

Minutes:

Apologies for absence were received from Mike Franklyn – Withshire Fire & Rescue Service, David Wildman – Chamber of Commerce, the Tidworth Mums group and Antony D’arcy Irvine – Enford Parish Council.

5.

Community Land Trusts

Presentation by Rose Seagrief - Wiltshire Community Land Trust (WCLT) to highlight the development of Community Land Trusts throughout Wiltshire to enable community groups to take on the ownership and management of their own assets.

Presentation by Rose Seagrief - Wiltshire Community Land Trust (WCLT) to highlight the development of Community Land Trusts throughout Wiltshire to enable community groups to take on the ownership and management of their own assets.

 

Points made included:

 

To help communities become more sustainable by:

 

·       Providing high quality homes that are affordable to local people on local salaries.

 

·       Keeping these homes affordable in perpetuity.

 

·       Providing other assets and services that meet the needs of the community.

 

·       Reinvesting any profitsfor the benefit of the community.

 

 

Defining features of a CLT

 

·       Not-for-private-profit organisations.

 

·       Operate for a specific community.

 

·       Membership of the organisation is open to anyone in the community.

 

·       Are democratically controlled by members of that community.

 

·       Own and steward land and other assets for the long term benefit of their community.

 

 

What Wiltshire CLT is here to do

 

·       Help communities through every stage of setting up a successful CLT.

 

·       Help find land, assess feasibly and find the finance for schemes.

 

·       Provide one-to-one advice and technical support as and when needed.

 

·       Provide a development service to build out a site if needed.

 

·       Signpost other appropriate help/partners.

 

 

Questions raised included:

 

·       How do Community Land Trusts fit in with the Wiltshire Council special planning policy?

a.     Alistair Cunningham advised that Wiltshire Council were fully supportive of Community Land Trusts.

 

·       Do most projects come to completion?

a.     A good many do come to completion, some do fail for various reasons, but the majority succeed.

 

 

The Chairman thanked Rose Seagrief for a very motivating and informative presentation.

6.

Local Authority responsibilities for Public Health

Presentation by Frances Chinemana - Consultant in Public Health to raise awareness of what public health is and does.

Minutes:

Frances Chinemana - Consultant in Public Health, Wiltshire Council presented a short film that sought to raise awareness of what public health is and does throughout Wiltshire.

 

Questions raised included:

 

·       Do you think that Public Health has enough funding behind it since coming back under the control of Wiltshire Council?

a.     Yes, funding has been ring fenced for the next two years.

 

The Chairman thanked Francis Chinemana for her presentation.

7.

Shadow Campus Operations Board (SCOB) - update

Barry Crane – SCOB Chairman to present.

Minutes:

Cllr Mark Connolly gave a brief update:

 

Points made included:

 

·       A master list was being finalised of organisations that had been, or would be consulted.

 

·       Tidworth Town Council would be in a better position to advise on its proposals next month. Choices are to proceed with the new community centre, or to wait on the outcome of the Campus project, or join the Campus project.

 

·       Ludgershall Town Council is meeting to consider its input for the SCOB.

 

·       The SCOB has three vacancies, these have arisen due to retirement of Col Paddy Tabor, the promotion of Sgt Mark Freeman and the resignation of Andrew Connolly. The Chairman and the SCOB thank all for their work whist serving on the board.

 

Expressions of interest had been received by Owen White – Ludgershall Town Council, Col Barron – Deputy Garrison Commander and a representative from the Tidworth Mums group.

 

·       Hannah Day is also moving posts, and would no longer be supporting the SCOB. The Chairman and the SCOB thank her for work and support of the SCOB.

 

·       The next SCOB meeting would be held on Tuesday 30 July 2013.

 

 

Decision

 

·       That the Tidworth Area Board appoints Owen White – Ludgershall Town Council, Col Barron – Deputy Garrison Commander and a representative from the Tidworth Mums group as members of the Shadow Campus Operations Board.

8.

Community Area Transport Group (CAT-G) - update

Cllr Mark Connolly gave a brief update:

 

Points made included:

 

Scheme Updates

 

·       Bids for the Substantive Schemes had to be in by the end of July. Indications were that the cost of schemes likely to bid would be £500,000 and the funds available were only £250,000. Mary Cullen – Community Area Manager would complete the appropriate form when it was released.

Collingbourne Ducis had also agreed to provide funding of £1,000 on top of £6,000 from the CAT-G who had agreed to help run the scheme.

 

·       Aughton Speed Count – Cllr Mark Connolly to seek Area Board agreement to the inclusion of the Aughton turning on the A346/A338 on the SID list of sites, and to 30mph roundals being painted onto the road surface at the location.

 

·       The CAT-G had agreed amendments for inclusion into the draft Community Area Plan which would be presented to the co-ordinator of the plan.

 

Decision

 

·       That the Tidworth Area Board agrees to recommend the inclusion of the Aughton turning on the A346/A338 on the SID list of sites, and to 30mph roundals being painted onto the road surface at the location.

9.

Youth Advisory Group (YAG) - update

Wendy Higginson – Youth Service to present.

Minutes:

Wendy Higginson – Youth Service, Wiltshire Council and members of the Ludgershall Youth group gave a brief update.

 

Points made included:

 

Youth aspirations for the Ludgershall Rec.

 

·       That the Ludgershall youth group were looking to improve the skate facilities at the Ludgershall Rec. The group were looking to get a new skate park in the Rec, these better facilities would encourage more young people to get skateboarding.

 

·       The main priorities identified by the group were, more rubbish bins, near the skate park, a perimeter fence, removing anti-social graffiti with proper artist drawn graffiti.

 

·       The group were now looking at fundraising ideas and were in discussions with Ludgershall Town Council.

 

 

Other points made by Wendy Higginson:

 

·       This year’s Summer activity programme was the largest in Wiltshire.

 

·       The new youth group were now meeting at Perham Down on Wednesday evenings.

 

·       Wendy now had a full complement of staff, and was now able to plan new projects starting in September.

 

The Chairman thanked Wendy Higginson and the youth representatives for  their updates.

10.

Update on Issues Raised

An update from the Community Area Manager regarding issues raised.

Minutes:

Mary Cullen - Community Area Manager gave a brief update regarding issues raised, the report was tabled at the meeting.

 

Castledown Business Park

Alistair Cunningham advised that a section of the glass would be removed with an independent expert investigating whether the issue was with the design or the installation of the glass.

The written update distributed with the agenda was noted. Insp Lange also stressed the importance of marking personal property with post codes.

Tidworth Garrison – Denis Bottomley

Points made included:

 

·       That construction of the new Garrison Theatre was nearing completion, it should be in use from September, with the official opening on Friday 1 November 2013.

 

·       That the development of 322 houses at Area 19 had now entered the planning stage.

 

·       The recent Tidworth community day had been a great success despite the poor weather.

 

·       The New Garrison Commander was expected to start early September 2013.

 

 

Tidworth Community Area Partnership – Tony Pickernell.

Points made included:

 

·       The draft Community Plan was now available to view and comment on, on the TCAP website.

 

·       Nominations were again requested for the Community Area Awards night.

 

·       The next Partnership meeting would be held on Friday 6 September 2013.

 

·       TCAP would be working with the Area Board to host a workshop to discuss the Joint Strategic Assessment early next year.

 

·       TCAP were very impressed with the Enford Parish Plan, well done to Enford.

 

·       TCAP were working with Tidworth & Ludgershall Town Councils on a bench marking project.

 

·       TCAP were working with Aster Communities on a “Back to work” program.

 

 

Ludgershall Town Council – Owen White

Points made included:

 

·       Town Council bench marking was ongoing.

 

·       That Ludgershall Town Council was very supportive of the Youth Group’s skate park plans.

 

·       That the Remembrance Sunday road closures and the associated costs would cause problems for many towns and villages.

 

 

Everleigh Parish Council – Denis Bottomley

 

·       The Everleigh Summer Fete would be held on Saturday 1 June.

 

 

Netheravon Parish Council – Ian Blair-Pilling

 

·       The pedal car race on Saturday 25 May 2013, had been a great success, with another planned in two year’s time.

 

 

Extended Services – Julie Tremlin.

 

·       That funding was available through the Heritage Lottery Fund for projects to highlight the World War I centenary.

 

 

The Chairman thanked everybody for their updates.

12.

Community Area Grants

To determine any applications for Community Area Grants.

 

i.                 Everleigh Parish Council.

 

ii.                Community Area Partnership – first tranche of funding for 2013/14.

 

iii.              Approval of payment of funding to the Ludgershall Fire Cadets.

The councillors were asked to consider the following applications for Area Board grant funding: 

 

 

Everleigh Parish Council – awarded £206 towards repair to the bus shelter, with the condition, that this funding should be regarded was a one off payment, the application had been previously submitted, but then withdrawn. Applications for projects such as this should be funded from parish precepts.

Reason

In this case the parish precept is not sufficient to cover the cost of repair of the bus shelter in question and the parish council’s accounts are currently running at a loss, hence the reason for the application.

 

 

Ludgershall Fire Cadets – ratification of an award of £400 made under Community Area Managers Delegated powers towards a summer camp for young people, submitted by Cllr Chris Williams as a member project.

Reason

This project provides a key element of the community plan for Tidworth Community Area is the provision of meaningful activities for young people and this project contributes to meeting that objective.

 

 

Member Project - Cllr Mark Connolly, Tidworth Community Area Partnership awarded £4,263 to provide the first tranche of funding for TCAP 2013/14.

Reason

The work of the community area partnership is important to the development of the community area. The partnership develops the community plan for the area, engages all local partners, develops community events and activities and supports the work of the area board.
