Councillor Humphries declared an interest being the Cabinet Member for Community Safety and Public Protection at Wiltshire Council.

Chairman's Announcements

Minutes:

The Chairman highlighted the objective of the meeting was to see if the Panel could add value to the Police and Crime Plan.

Police and Crime Plan

(A)       The Panel is asked to review the Plan circulated herewith

 

            The order of proceedings is as follows:

 

·         The Police and Crime Commissioner to present his report

·         Questions from members of the Panel to clarify anything in the Plan which is unclear

·         Debate of the key themes in the Plan and identification of key issues, discussion and consideration as to possible amendments to the plan

 

 

The Panel will adjourn for lunch

 

 

(B)       Policeand Crime Plan - Report to the PCC

           

To agree the issues which will form the Panel’s report or recommendations to the PCC

Angus Macpherson, Police and Crime Commissioner presented his draft Police and Crime plan.

 

He highlighted the tight timeframes imposed by the government, stressing the key word was draft, the work involved in the consultation and preparation of the plan, and noted it was based on the 5 key objectives contained in his manifesto. 

 

The consultation period would come to end on 10 March 2013, and the final Plan had to be published by the 31 March 2013.

 

The Panel were given the opportunity to question the Commissioner on all aspects of his plan.

 

There was a short break for lunch, after which the Panel determined its response and recommendations.

 

Resolved:

 

1.     To submit the report and recommendations attached to these minutes as the Panel’s response to the PCC’s draft Police and Crime Plan.

 

2.     To set up a working group, consisting of Councillor Britton, Malcolm Grubb and Amanda Newbery, to review the plan and draft a reporting framework to be brought to the June meeting.
