Chairman's Welcome and Introductions

Minutes:

The Chairman welcomed everyone to Calne Area Board and introduced the Councillors and Officers present.

Apologies for Absence

Minutes:

Apologies were received from Cllr Ian Thorn, Cllr Tony Trotman, Jane Vaughan (Community Engagement Manager), Mel Wilkins representing Hilmarton Parish Council and Stuart West representing Calne Town Council.

Waste Collection Services Changes

To receive a presentation on the new waste collection service changes starting from 30th July 2018.

Minutes:

The Area Board received a presentation from Martin Litherland, Head of Waste Management about changes in the Waste Management Service from the end of July 2018.

 

The Head of Waste Management commented on a number of new materials that would be recyclable from 30th July 2018. He indicated that recycling saved energy, costs less and frees up space in the household waste bin. The changes would help to reduce the amount of waste sent to landfill and achieve recycling rates of at least 50%. Town and Parish Councils and Community Groups were encouraged to work with Waste Services to spread the message about the changes.

 

The Area Board were informed that Hills Waste had planned to install new equipment to sort comingled waste, although it was not anticipated that this would be available until sometime in the future. In the meantime, existing equipment would be used. It was noted that Hills Waste had submitted planning applications to install new equipment to sort comingled waste at their sites in Westbury and Amesbury, therefore reducing the need for additional waste vehicle movements across the county.

 

The Chairman thanked the Head of Waste Management for his presentation and encouraged Town and Parish Councils and Community Groups to advertise the changes to the service.

Policing in the Calne Area

To receive a presentation from Inspector Mark Luffman about Policing in the Calne area since the Community Policing Team model was introduced in October 2016.

Minutes:

The presentation from Insp Mark Luffman about Policing in the Calne area since the Community Policing Team model was introduced in October 2016 was deferred until the next meeting of the Area Board on 11th September 2018.

Volunteers Fair

Verbal update on the Calne Treasure Island, Volunteers Fair held on Saturday 30th June 2018.

Minutes:

The Chairman commented on the Volunteers Fair held at the Calne Hub and Library on 30th June 2018. The Pirate themed volunteer recruiting event drew large numbers of people and received many generous donations from local companies. A number of positive comments from the Chairman of the Friends of Abberd Brook were passed onto the Area Board.

 

The Chairman thanked everyone involved for making the event so successful, and was confident that a number of new volunteers would be gained through the event.

(a)  Wiltshire Police – The written report was received and noted.

 

(b)  Fire Service – The written report was received and noted.

 

(c)  NHS Wiltshire CCG - The written report was received and noted. The Chairman reported that representatives from the Patford Surgery, who had intended on being at this meeting, had unfortunately sent their apologies. It was hoped that they would be available to attend the next meeting in September 2018l.

 

(d)  Healthwatch Wiltshire – The written report was received and noted.

 

(e)  Bremhill Parish Council – The following points were noted:

 

·         Road repairs at Studley

·         Produce stall at the Horse Show in September 2018.

·         Bremhill - history of the Parish Project

·         Community lunch in October 2018

 

(f)   Calne Without Parish Council – The Chairman of the Parish Council commented on the village fete due to be held on 14th July 2018.

The Area Board was provided with updates on community issues and progress on Calne Area Board working groups, as follows:

 

·         Local Youth Network (LYN) The Area Board considered a Youth Grant Funding request from the LYN Management Group for Calne Fairtrade Group to hold a Gambian experience event and exhibition. The report highlighted the detailed activities of the event and exhibition. Cllr Alan Hill proposed the award, seconded by Cllr Christine Crisp. The Locality Youth Facilitator explained that the grant award was subject to the Fairtrade Group involving young people for the lifetime of the project.

 

Resolved:

To award £2433.27 to the Calne Fairtrade Group Gambian experience event and exhibition, subject to young people being involved for the lifetime of the project. 

 

·         Calne Area Parish Forum – Ed Jones gave a verbal update at the meeting and commented on the work being undertaken to resolve issues in connection with providing a plot of land for the planting of trees to commemorate WWI. 

 

·         Older Peoples Champion – The Area Board received the notes of the meeting held on 7th June 2018 for the Calne Local Voices for Older People and Carers.

 

·         Health and Wellbeing Group – There was no report available.

 

·         Dementia Friendly Calne Community Group – The Area Board received the minutes of the Working Group held on 19th June 2018. It was noted that the Working Group had spent £50 on a reusable banner. This had been funded in part from a previously agreed grant for the promotion of Dementia Action Week by the Area Board in February 2017.

 

Cllr Hill reported that he had attended a recent meeting of the Group when a musical event was taking place. He commented on the very high standard of musicianship and organisation of the event.

 

·         Air Quality Group – Cllr Hill explained that the Group had not met since the last Area Board meeting and therefore there was no written report. Cllr Hill report on a number of planning applications by Hills Waste considered by the Strategic Planning Committee at a recent meeting. Following the granting of the applications, there would be a significant reduction in vehicle movements along the A4 through Calne, bringing subsequent benefits to all in terms of air quality. This was subject to a Section 106 agreement be signed between Hills Waste and the Council. It was expected that the benefits of the agreement would be seen on the ground by December 2018. 

 

 

·         Calne Our Place – The written report was received.

 

·         Calne Community Safety Forum – The minutes of the meeting held on 22nd March 2018 were received.

 

·         CATG – There was no update as the Group had not met since the last Area Board.

 

·         Training and Skills Working Group – The minutes of the Group’s meeting held on 14th June 2018 were received.

 

·         Calne S106 Working Group – The minutes of the Group’s meeting held on 13th June 2018 were received.
