Apologies

Minutes:

An apology for absence was received from Councillor Horace Prickett.

Declarations of Interest

To receive any declarations of disclosable interests or dispensations granted by the Standards Committee.

 

Minutes:

Councillor Ernie Clark directed attention to his published register of interests.

 

Councillor Steve Oldrieve declared a non-pecuniary interest in the grant application from St Thomas Church by virtue of being a member of the church. He stated he would not participate in the debate or vote on that item.

 

Councillor Stewart Palmen declared an interest in the grant application from the Trowbridge Weavers Market Group by virtue of being Chair of the group. He stated he would not participate in the vote on that item.

 

Councillor Palmen also declared he was a trustee of Trowbridge Future, and so would not vote on the grant application they had submitted.

 

Councillor Jo Trigg declared a non-pecuniary interest in grant application by virtue of being Chair of Trustees for Trowbridge Future, and stated he would not participate in a vote on the application they had submitted..

The Area Board considered the youth grants which had been submitted, with the grant from Whorswellsdown District Girlguiding and Trowbridge Future recommended for approval by the Local Youth Network.


Accordingly, and on the motion of Councillor Ernie Clark, seconded by Councillor David Halik, it was,

 

Resolved:

To award £1188.00 to Whorwellsdown District Girlguiding for Covid Recovery.

 

To award Trowbridge Future £525.25 for the Animal-based Wellbeing Trip project.

i.          The Board considered a grant application from the Kennet and Avon Woodturning Club. Details were sought on the number of members of the club and equipment that would be purchased to stream demonstrations of club activity. Following discussion, and on the motion of Councillor Jo Trigg, seconded by Councillor Steve Oldrieve, it was,

 

Resolved:

 

To award £1000.00 to Kennet and Avon Woodturning Club for the purchase of live interactive demonstration equipment.

ii.          The Board considered a grant application from the Monday-Wednesday Club. Details were sought on the application, designed to improve online communication and interaction for members many of whom had been shielding during Covid-19. Following discussion, and on the motion of Councillor Steve Oldrieve, seconded by Councillor Andrew Bryant, it was,

 

Resolved:

 

To award £722.00 to the Monday-Wednesday Club for club communication.

iii.          The Board considered a grant application from Trustees of North Bradley Progressive Hall. Details were sought on the proposed boiler installation and other hall improvements, and of general contributions to the upkeep of the hall from the parish council. Following discussion, and on the motion of Councillor Ernie Clark, seconded by Councillor Steve Oldrieve, it was,

 

Resolved:

 

To award £1725.00 to the Trustees of North Bradley Progressive Hall for a Progressive Hall boiler and painting.

The application met the Grants criteria.

 

iv.          The Board considered a grant application from the Our Time Project for a health and wellbeing grant, which was recommended for approval by the health and wellbeing group. Details were sought on the application and group, who delivered theatre and movie workshops with elders to stimulate them physically and mentally, and which during Covid-19 needed to work online more. Following discussion, and on the motion of Councillor Ernie Clark, seconded by Councillor David Halik, it was,

 

Resolved:

 

To award £950.00 to the Our Time Project for the Covid Response Our Time Trowbridge project.

 

Reason:

 

The application met the Grants criteria.

 

v.          The Board considered a grant application from Collaborative Schools Ltd for the Community Digital Divide project. Details were sought on the application to provide IT resources to young people and families in the Trowbridge area impacted by Covid-19. The size of the grant was noted, and the applicant confirmed that an award of £20,000 would enable around 100 devices to be provided, which would be distributed on the basis of deprivation. Following discussion, and on the motion of Councillor Steve Oldrieve, seconded by Councillor Stewart Palmen, it was,

 

Resolved:

 

To award £20,000.00 to Collaborative Schools Ltd for the Community Digital Divide project.

vi.          The Board considered a grant application from the Hilperton Village Hall for £665.00.
