SDSPW-02-15 - Review of Household Recycling Centre Opening Hours

Decision Maker: Cabinet Member for Strategic Planning, Development Management, Strategic Housing, Operational Property and Waste

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

The purpose of this report is to propose changes to household recycling centre opening hours, in order to make the budget savings agreed by full Council on 24 February 2015.

It is proposed that from 13 July 2015:

(i)            household recycling centres opening hours would be from 10am to 4pm on each day they are open;

(ii)          household recycling centres would all open on Saturday, Sunday, and Monday, which are the days when usage is at its highest, along with two additional weekdays.

The proposed changes would see at least one household recycling centre open on all seven days in each of the four geographic areas (north, east, south and west Wiltshire).

Appendix 1 shows the proposed opening days for each household recycling centre.

Decision:

I approve that from 13 July 2015:

(i)            household recycling centre opening hours would be from 10am to 4pm on each day they are open;

(ii)           household recycling centres would open on Saturday, Sunday, and Monday, which are the days when usage is at its highest, along with two additional weekdays.

Appendix 1 shows the proposed opening days for each household recycling centre.

This decision was published on 20 May 2015 and will come into force on 29 May 2015.

Reasons for the decision:

The proposed changes would allow the council to make savings of £290,000 per annum without the need to permanently close any household recycling centres in Wiltshire. The proposed opening hours also ensure that residents have access to at least one household recycling centre within their area (north, south, east or west Wiltshire) seven days a week and to all household recycling centres on Saturday, Sunday and Monday, at times when the sites are busiest.

Alternative options considered:

To review opening hours at household recycling centres in order to achieve the savings target of £300,000 agreed by full Council on 24 February 2015.

Other reasons / organisations consulted

As part of the budget setting process the Overview and Scrutiny Management Committee was asked to approve and scrutinise the budget proposals and Wiltshire Council’s Financial Plan Update 2015/16. Cabinet considered its findings as well as feedback from four public meetings held across the county from 26 January to 5 February.  Trade union feedback was sought at the Group Leaders meeting held on 5 February.
