Purpose:

To consider an amendment to The County of Wiltshire (Devizes) (Prohibition and restriction of waiting, taxi rank clearways and on-street parking) Consolidation Order 2009 (Amendment No.7) Order 2015 and the implementation of The County of Wiltshire (Couch Lane and Snuff Street, Devizes) (one-way traffic) Order 2015.

I approve that:

 

(i)              The Order relating to Snuff Street be taken forward to implementation.

 

(ii)             The Order relating to New Park Road not be taken forward to implementation.

 

(iii)            Objectors be notified accordingly.

 

 This decision was published on 2 November 2015 and will come into force on 10 November 2015.           

Reasons for the decision:

The proposal for waiting restrictions in New Park Road was put forward to facilitate the widening of the footway alongside the hospital site in order to create a safer and more convivial route for pedestrians. Widening the footway would narrow the carriageway such that parking along either side could create difficulty for vehicles to pass through.

 

The proposal for a one-way Order with exemption for cycles on Snuff Street is aimed at creating a continuous cycle route between Quakers Walk and the town centre in both directions.

 

The pedestrian and cycle improvements that would be made possible by the introduction of the proposed TROs were subject to public consultation in 2014 and have been prepared in conjunction with the Devizes Air Quality and Transport Working Group.

 

It is felt that the proposal for Snuff Street should be taken forward in order to deliver the proposed cycle route and provide a key link in the Devizes Cycle Network.

 

It is felt that it is appropriate to put the implementation of waiting restrictions on New Park Road on hold until such time that a decision has been made with regard to a residents’ parking scheme.

(i)            Make the Order as advertised.

 

(ii)           Not make the Order as advertised.

Other reasons / organisations consulted

The draft Traffic Orders were subject to formal advertisement between 30 July 2015 and 24 August 2015.  During the advertisement period a total of 9 items of comment were received.  This report deals with those comments made in relation to the proposed introduction of additional waiting restrictions at New Park Road, Devizes and the implementation of a one-way with exemption for cyclists on Snuff Street, Devizes.
