To consider 15 objections in regards to the proposed Right Hand Turn (RHT) Ban and Prohibition of Driving Order on Rowden Lane/Coppice Close junction, Chippenham.

Coppice Close has been specifically designed to accommodate vehicles and pedestrians associated with the whole development. The layout (including footpaths) was designed for this purpose and approved at planning stage.  A specifically designed junction onto Patterdown, including a RHT lane, has been provided.   Rowden Lane, by virtue of its limited alignment and width, is not suitable for a significant increase in vehicle movements.  Its junction with the A4 is similarly limited in geometry and visibility and it is considered therefore that its use should be restricted to the current movements associated with the few dwellings historically served off the road.

By directing traffic away from Rowden Lane to the specifically designed Coppice Close the safety of both pedestrians and vehicles will be maintained.

To limit the impact of parked vehicles on the free movement of the additional traffic on Coppice Close it is the Council’s intention to direct the developer to implement waiting restrictions along various lengths of the road.  These will be fully advertised and open to public comments.

To:

(i)       Implement the proposals as advertised.

(ii)      Not implement the proposals.

(iii)      Implement the proposals with amendments.

A pre-consultation was undertaken, which included all of the statutory consultees.

Consultations have been undertaken with the Fire, Police, Ambulance and bus companies, the Council Members for the Area and with the relevant Town and Parish Councils. Advertisements were posted in the local press and on site in prominent positions.
