To consider the comments received following the formal advertisement of changes to the parking restrictions on various roads in Marlborough and to recommend an appropriate way forward.
I approvethat:
(i) The proposals on Frees Avenue/Hyde Lane and Cardigan Road be implemented as advertised.
(ii) The proposals on London Road be abandoned.
(iii) The objectors be informed accordingly.
This decision was published on 11 April 2016 and will come into force on 19 April 2016.
A number of comments were received from members of the public during the consultation process. These comments were passed on to Marlborough Town Council for consideration. The comments related to three of the locations where changes to the parking restrictions were proposed:
Marlborough Town Council informed Wiltshire Council of the decision made at its Planning Committee Meeting in November 2015 to implement the proposals on London Road and Frees Avenue/Hyde Lane, as advertised, to improve safety.
With regard to Cardigan Road, it is understood that a meeting took place in April 2015, attended by Unitary Councillor Stewart Dobson, Martin Cook of the Highways Department and a number of residents, to discuss the parking issues on this length of road. Unfortunately, the outcome of this meeting was not relayed to Marlborough Town Council. The proposed changes to the parking restrictions at this location may not therefore fully reflect what was decided upon at the meeting. However, re-advertising changes to the parking restrictions at this location would delay the implementation of all of the proposed changes to the parking restrictions within the town. The decision was therefore made by Town Councillors to also implement the proposals on Cardigan Road, as advertised.
Due to the number of objections received in relation to the proposals on London Road, Wiltshire Council has subsequently considered the comments made and decided not to proceed with the proposed changes at this location, despite the Town Council’s wish to implement the proposals as advertised.
To:
(i) Implement the proposals as advertised.
(ii) Re-advertise the proposals with amendments.
(iii) Abandon the proposals.
