This report proposes changes to the access provided for those Wiltshire residents that use vans or large trailers when visiting the Council’s household recycling centres (HRCs), through the introduction of a non-chargeable permit scheme.
I approve that, with effect from September 2016, Wiltshire residents wishing to access the Council’s HRCs with either a van or large trailer will be required to apply for a non-chargeable permit allowing a maximum of 12 visits per year.
This decision was published on 8 July 2016 and will come into force on 18 July 2016.
This decision is proposed in order to achieve challenging savings targets in the face of reducing central government grants and increasing demands on key council services.
A further significant benefit would be an anticipated reduction in overall HRC visitor numbers, which would alleviate congestion at the sites and result in extra capacity for Wiltshire residents.
To:
(i) Introduce permits for residents using vans and large trailers to access HRCs up to 12 times per year.
(ii) Continue with current unlimited access.

The implementation of a permitting scheme for vans and large trailers has been discussed with the Cabinet Member for Strategic Planning, Development Management, Strategic Housing, Operational Property and Waste and the Portfolio Holder for Waste.
Officers have consulted other local authorities who have well established restrictions in place at their HRCs, including permit systems for vans and large trailers used by residents to access their sites. Their experience is that similar permit schemes deliver savings and have a positive impact for the majority of residents visiting the sites through reduced congestion.
The Council’s waste management contractors, Hills Waste Solutions Ltd, who manage these sites on the Council’s behalf, have also been engaged throughout the development of these proposals.
