(i) Consider 11 objections to the proposed “No waiting at any-time” restrictions on Grovelands Way/Victoria Road, Warminster (see Appendix 2).
(ii) Recommend implementation of the restrictions as advertised (see Appendix 1).
To implement the restrictions as advertised
This decision was published on 13 September 2016 and will come into force on 21 September 2016.
At planning stage the Council acknowledged the current on-street parking and its negative effect on the safety of the Victoria Road/Groveland’s Way junction. The introduction of a new development will increase the number of vehicle movements at the junction and increase the risk to safety. Planning approval decision 14/10302 included Condition Number 5 which secured the implementation of waiting restrictions (lengths as per those advertised) before occupation. The extent of restriction allows for an improvement to the visibility and safety of the Victoria Road/Groveland’s Avenue junction. The lines have been extended further into Groveland’s Way to secure visibility and to ensure that the development access is free of on-street parking. Displaced parking can be addressed under future reviews of parking in Warminster.

(iii) Implement the proposals with amendments.

Consultations have been undertaken with the Fire Service, Police and Ambulance Service and also with the relevant bus companies, the Town Council, the Local Member. Advertisements have been posted in the local press and notices were posted in prominent positions at the site (see Appendix 1).
