To seek authority for the transfer by way of a 125-year lease of the Youth and Development Centre to Young Melksham, a local registered charity who have been the tenant for the past 3 years.
I approve the decision as set out in the report to transfer the Canberra Centre at 56b Spa Road, Melksham, SN12 7NY to Young Melksham, a local charity, who provide services for children, young people and their families in Melksham
This decision was published on 12 February 2019 and will come into force on 20 February 2019.
To continue to support/provide youth services in Melksham in a manner fully compliant with the Trust’s remit, whilst fully defraying the costs-in-use of the property.
The subject property is Held in Trust by Wiltshire Council “…to be used for the promotion of social moral and physical wellbeing of boys and girls resident in the parishes of Melksham and Melksham Without in the county of Wiltshire and the provision of facilities for social and physical training and recreation.” This severely restricts its saleability on the Open Market and use of the receipt from a sale, since any disposal must be fully compliant with the requirements of the Trust, and may render it difficult to dispose of for any financial consideration. Disposal to the existing tenant, whose continued use of the premises as a dedicated youth centre is so compliant, is considered to be the best option.
