L-09-20 Chippenham Station Hub - Approval to enter into a funding agreement with Great Western Railway

Decision Maker: Leader of the Council and Cabinet Member for Military-Civilian Integration, Health and Wellbeing, Economic Development, Arts, Heritage, and Tourism

Decision status: Recommendations Approved (subject to call-in)

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

Chippenham Station Hub is a Local Growth Funded project delivered in partnership with the South West Local Enterprise Partnership (SWLEP), for which Wiltshire Council is acting as Scheme Promotor and Accountable Body.

A key element of Chippenham Station Hub are improvements to the Chippenham Station Square to provide a safe walking route to the new lift on the northern side.

This report seeks authority to sign a Legal Agreement for up to £1,4M with Great Western Railway (GWR)  to enable the delivery of improvements to the Chippenham Station Square as well as a safe walking route to the new lift on the northern side which will enable the lift to open to the public and delegate authority to the Corporate Director for Place and Environment to sign the contract and agree terms, conditions and any other consequential matters including dealing with any project underspend.

Decision:

I approve the proposals as advertised.

This decision was published on 15 December 2020 and will come into effect on 23 December 2020.

Reasons for the decision:

To enter into a Legal Agreement with GWR to enable GWR to appoint the preferred contractor and start the construction of improvements to the Chippenham Station Square, including new cycle facilities, safer and clearer movement routes for pedestrians and cyclists, improved public transport links and a safe walking route to the new lift on the northern side.

Alternative options considered:

A legal agreement is already in place to cover tender activities led by GWR. An option considered was a new legal agreement, however this will take longer to achieve and is therefore not the preferred option. The preferred option is the addition of a deed of variation to this contract to cover the construction activities which will include the project’s deliverables and specification agreed with the preferred contractor.

Reason Key: Contract Value: >£1million annual/£4million including extensions/transfer of >50 employees/commerci;

Other reasons / organisations consulted

The Chippenham station square and safe walking route improvements project has been developed by GWR (the delivery partners) in consultation with the SWLEP who are funding the project, and Wiltshire Council. There has also been consultation with key stakeholders such as Network Rail, Trans Wilts, Local Councillors and the public.

The legal agreement is being developed in consultation with Wiltshire Council’s legal team with input from GWR and the SWLEP.
