Purpose:

To consider the comments received following the statutory consultation relating to a prohibition of entry order and introduction of ‘No Waiting at Any Time’ restrictions on Whitehill, Bradford on Avon, as put forward by Bradford on Avon Local Highway and Footway Improvement Group and to recommend an appropriate way forward.

Decision:

I approve that the ‘Prohibition of No Entry’ with amended waiting restrictions as shown in Appendix 4 be implemented.

 

This decision was published on 31 August 2022 and will come into force on 8 September 2022.

Reasons for the decision:

The proposal is intended to improve safety on Whitehill by reducing through traffic. In light of the comments received during consultation, it is recommended that the Prohibition of No Entry (except for cycles) be implemented along with the proposed waiting restrictions opposite properties 25a/25b. The revised waiting restrictions are shown in Appendix 4

 

It is proposed that the waiting restrictions at the top of Whitehill be omitted at this time to mitigate concerns regarding loss of parking. Turning in this area was not highlighted as an issue during the temporary implementation of the No Entry prohibition in 2020/21and residents have expressed concerns regarding the impact of reduced parking provision in this area. If issues arise in relation to vehicle turning movements following implementation, this may be raised with the Local Highway and Footway Improvement Group and the waiting restriction proposal may be revisited.

 

The proposals will also be in accordance with both Priority 2 of the Council’s Business Plan.

(i)             Progress implementation of the proposals as advertised.

 

(ii)            To implement the ‘Prohibition of No Entry’ with amended waiting restrictions.

 

(iii)          To abandon the proposal.

Consultation has been undertaken with:

 

• The elected Wiltshire Council Members through the statutory TRO consultation process

• The elected Bradford on Avon Town Council Members for all Wards through the statutory TRO consultation process

• Emergency services through the statutory TRO consultation process

• Members of the public through the statutory TRO consultation process

 

The proposed TROs were subject to consultation between 11 February 2022 and 7 March August 2022. The advert plan can be seen in Appendix 1.  During the consultation period a total of 27 items of correspondence were received in response to the Council’s proposals. Of the items received, 9 expressed support for the Prohibition of Entry but objected to the proposed waiting restrictions, 8 expressed support for both proposals, 9 objected to both proposals and 1 objected to the proposed waiting restrictions. A list of respondents can be found in Appendix 2.

 

Comments were not received by Bradford on Avon Town Council or the Wiltshire Council elected member; however, these proposals are put forward on behalf of the Local Highway and Footway Improvement Group supported by the Town Council and Wiltshire Council members.
