Purpose:

To:

(i) Consider the comments received following the formal advertisement of proposed waiting restrictions at Nethercote Hill, High Street, West Street/High Street Junction and Traffic calming/mini roundabout at High St/West Street Junction.

(ii) Recommend the making of the Traffic Regulation Orders (TROs hereafter) as advertised.

Decision:

I approve that:

(i)            The proposed TROs be implemented as advertised.

(ii)           The correspondent who commented on the Council’s proposals be informed accordingly.

This decision was published on 12 January 2024 and will come into force on 22 January 2024.

Reasons for the decision:

The proposed waiting restrictions will help the Council to meet its statutory duty of ensuing that the right of passage along the public highway is not impeded.

The proposals are in accordance with Outcomes 2 and 3 of the Council’s Business Plan.

The proposals have been prioritised by the Corsham LHFIG as a project for 2023-24 and supported by the Area Board.

Alternative options considered:

To:

(i) Implement the proposed TRO at Nethercote Hill as advertised.

(ii) Abandon the proposal of waiting restrictions at Nethercote Hill.

Consultation has been undertaken with:

· The elected Wiltshire Council Members representing Lacock Wards

· The elected Lacock Parish Council through the statutory TRO consultation process

· Members of the Corsham Local Highways & Footways Improvement Group (LHFIG)

· Emergency services through the statutory TRO consultation process

· Members of the public through the statutory TRO consultation process

The proposed TROs were subject to formal consultation between 6 October 2023 and 30 October 2023. During the consultation period a total of one item of correspondence was received in response to the Council’s proposals. It expressed objection for the proposed waiting restrictions on Nethercote Hill only. All other aspects of the TRO had no comments/support/objections received and should be progressed accordingly as per the TRO.
