Purpose:

The purpose of this report is to seek Cabinet Member approval to proceed with developing a programme of opportunities for Phases 3.5 and 3.6 of the Council House Build Programme (CHBP), including merger all projects into a single phase.  

Decision:

I approve the decision to develop a programme of opportunities for Phases 3.5 and 3.6 of the Council House Build Programme (CHBP), including merger all projects into a single phase.

 

This decision was published on 4 March 2024, and will come into effect on 12 March 2024.

Reasons for the decision:

On 3 November 2020, £195m was agreed by Cabinet within the HRA 30-year business plan for the additional 1,000 affordable homes.  The proposals set within this paper enable the effective delivery of the Council House Build Programme. 

 

Alternative options considered:

Limit the development programme via not bidding for Homes England grants. Rejected due to not maximising development capacity limiting ability to meet housing need.

 

Limit development of new homes to land led only. Rejected as Affordable Housing offered as a planning obligation is an economic way of securing units and allows expanding operations across the County. 

 

Limit developments of new homes to Council owned sites only and not purchasing land from third parties. Rejected as this approach is likely to offer small in-fill sites not generating economies of scale required for the programme and no reliance General Fund land being made available
