Purpose:

To:

 

(i)         Consider the comments received following the formal advertisement of proposed waiting restrictions at the following locations in Calne and to recommend a way forward.

 

           A4 London Road

           Wessington Court

           Bus Stop Clearways on A4 London Road

Decision:

I approve that the TRO be implemented as advertised.

 

This decision was published on 25 November 2024 and will come into effect on 3 December 2024.

 

Reasons for the decision:

The proposed waiting restrictions will help the Council to meet its statutory duty of ensuing that the right of passage along the public highway is not impeded and the consultation comments made by members of the public have been considered.

 

In their school travel plan, Holy Trinity Church of England Academy identified a need to reduce vehicular congestion outside the school and to improve the visibility of the existing zebra crossing. It is considered that the proposals will help to identify this need and enable a safer journey to school.

 

The proposals will improve safety for those on their journey to school and have been

prioritised by the Taking Action on School Journeys project.  This project works with schools to identify ways in which road safety can be improved and to encourage walking and cycling, as an alternative to the private car.

 

The proposals are in accordance with Outcomes 2 and 3 of the Council’s Business Plan.

(i)         Implement the proposed TROs as advertised.

 

(ii)        Amend the proposed TROs in consideration of the comments received.

 

(iii)       Abandon the proposals.

Consultation has been undertaken with:

 

           The elected Wiltshire Council Members through the statutory TRO consultation process.

           The elected Calne Town Council through the statutory TRO consultation process

           Members of the Calne Local Highways & Footways Improvement Group (LHFIG)

           Holy Trinity Church of England Academy

           Emergency services through the statutory TRO consultation process

           Members of the public through the statutory TRO consultation process

 

The proposed TROs were subject to formal consultation between 11th July 2024 and 5th August 2024. During the consultation period a total of 40 items of correspondence were received in response to the Council’s proposals. Those comments compromised of 18 comments in support, 17 comments in objection and 5 comments related to general observations of the area.

 

The comments received and officer responses are set out in Appendix 3. A list of respondents can be seen at Appendix 2.
