Purpose:

The report seeks approval to commit an additional £0.225m for Dorothy House services, subject to annual uplifts, as part of the £9,893,967 of the Better Care Fund (based on 2024/25 values) to the ICB Community Health Contract from 2025-2032 (with a potential for a further 2 years to 2034).  Other than the additional £0.225m this was previously agreed in principle at the July 2024 Cabinet based on provisional figures, and in September 2024 Cabinet approved revised figures .

 

Approval is also sought to delegate authority to the Director of Commissioning in consultation with the Cabinet Member for Adult Social Care, SEND and Inclusion to authorise all activities related to the mobilisation and monitoring of the contract for the ICB BSW Community Health Services on behalf of Wiltshire Council.

Decision:

I confirm the decision set out in the attached report to commit an additional £0.225m of the Better Care Fund and delegation arrangements. 

 

This decision was published and will take effect on 21 March 2025.

Reasons for the decision:

Dorothy House is in scope for the ICB Community Healthcare Services Contract as are all hospices. All ICB commissioned hospice services outside of the BCF have been included, therefore this one should have been also. The financial envelope has been updated to include this.

 

The contract is due to start on the 1 April 2025. Prior to this an agreed 2025-26 budget for the Better Care Fund schemes requires approval through Wiltshire Locality Commissioning Group and an updated section 75 document to be produced for 2025/26, signed and sealed by both Wiltshire Council and the ICB prior to the start of the financial year, and the start of the Community Health service contract. To enable all of this to happen the revised financial envelope requires approval by Cabinet.

Alternative options considered:

All feasible options have been considered by the Integrated Care Board and reviewed at the Integrated Community Based Care Programme Board for approval of the strategic outline case for the delivery of integrated community services across Bath and North East Somerset, Swindon and Wiltshire as of April 2025

Other reasons / organisations consulted

There has been extensive collaborative consultation between Wiltshire Council with BSW Local Authorities and the Integrated Care Board throughout the delivery of the Community Services Transformation programme to date.

 

Representatives from the Council have been involved in all applicable Integrated Community Based Care Programme Board meetings and have provided comments and review of all preparatory documentation to inform the Integrated Care Board led procurement process and Collaborative Commissioning Agreement.

 

The Integrated Care Board have led a series of engagement sessions with providers prior to commencement of the procurement process.
