To approve the appointment of HE0914 –
A350 Chippenham Dualling (Ph 4 & 5) to MJ Church (Plant)
Ltd.
There is a need for a specialist contract to
be awarded to deliver this important improvement scheme, which will
reduce delays and improve safety on the A350 at Chippenham and at
Bumpers Farm Roundabout.
Following a procurement exercise in accordance with the
‘Restricted Procedure’, tenders were obtained and have
been assessed in terms of price and quality.
The most advantageous tenders for the Council, taking into account
quality and price, should be accepted in accordance with the
procurement procedures.
There are robust processes in place to monitor the performance of
the successful tenderer and supervise the construction of the
scheme.
The Full Business Case (FBC) and associated funding has now been
received from the Department for Transport to allow the scheme to
move forward to construction.

Consideration was given to various procurement
options to secure a contractor for the scheme. A two-stage
procurement exercise has been undertaken with the tender assessment
based on Price (60%) and Quality (40%). This approach is something
that the market is familiar with and is often used. Further details
on the procurement approach can be found in Appendix 1.

Background: Pursuant to a decision of Cabinet at a meeting on 14 November 2023 and referred to in the minutes of the meeting at number 101, I am authorised to make the above decision. I confirm that in making this decision I have consulted with the Cabinet Member for Highways, Transport, Street Scene & Flooding, and the Corporate Director Resources. On 6 September 2023 a Procurement Evaluation Report for the HE0914 A350 Chippenham Dualling (Ph 4 & 5) was signed by the Director of Highways & Transport. That document (Appendix 1) has been attached with this Record of Officer Decision for information.
