To determine whether elected members should have access to the Wiltshire Rewards employee benefits scheme
That Wiltshire Council elected members should not have access to any elements of the Wiltshire Rewards Scheme at this time.
The current intention of the scheme is to recruit, retain and engage Wiltshire Council staff. If the scheme is extended to other groups (e.g. volunteers) in the future the decision regarding access for elected members will be reviewed.
Option 1
To confirm that elected members should not have access to any of the elements of the new Wiltshire Reward website and that any access will cease with removal of the current staff benefits website in early 2014. This will mean they cannot access the national or local discounts, or the salary sacrifice schemes.
Option 2
To confirm that elected members should have access to the Wiltshire Rewards website, with access to national and local discounts, and the salary sacrifice schemes.
Option 3
To confirm that elected members can have access to the discount elements of the Wiltshire Rewards scheme but be excluded from the salary sacrifice arrangements offered through the scheme.
Other reasons / organisations consulted
This matter was considered by Staffing Policy Committee in July 2013. It was determined that the decisions regarding elected member access to this scheme was not one that Staffing Policy Committee could take and this decision was therefore referred to Cabinet and it was determined that the decision should be delegated to Cllr Stuart Wheeler.
