To:

(i)            Update the guidance for the attachment of banners, signs and hanging baskets in the highway.

(ii)           Approve the application process for considering requests for the installation of banners, signs and hanging baskets on street lighting columns in the highway.

This decision was published on 3^rd April 2019 and will come into force on 11^th April 2019.              

Banners, decorations and hanging baskets can add greatly to the appearance of towns and villages, and are encouraged as they can play an important role in community life.

Installing or attaching banners, decorations and hanging baskets to street lighting columns needs to be done safely and it is necessary to obtain permission from the owners. The proposed guidance and procedures will significantly reduce the potential risks associated with these activities.

To:

(i)         Implement the proposals.

(ii)        Not implement the proposals.

(iii)       Implement the proposals with amendments.

Previously, arrangements for applying for and approving applications for installing festive and Christmas lights in the highway were reviewed, and the views of the Council’s street lighting consultants, highway, legal and insurance teams were sought in developing the proposals which were adopted. The current guidance takes into account the comments received at that time. Information on the processes followed by other authorities, especially in the south-west, has also been considered, together with the relevant codes of practice.
