To agree the schemes to be included in the Council’s 2025/26 Highways Capital Programme.
I approve the funding allocations and scheme lists for 2025/26, as outlined in Appendices 1 & 2 of the report. This decision was published on 10 April 2025 and will come into force on18 April 2025.
To ensure that the Highways Capital Programme is prioritised and targeted towards schemes that meet the Council’s transport policies and goals.
The proposed schemes and expenditure included in the proposed Highways Capital Programme are considered to provide the best package of measures to meet the Council’s objectives, to maintain the highway infrastructure efficiently, and to selectively improve it to deliver transport schemes to support community aspirations where these are consistent with the goals, objectives and transport strategies set out in the LTP.

Wiltshire’s Local Transport Plan (LTP) was developed in consultation with local councils, community groups and other stakeholders. The Highways Capital Programme has subsequently been developed to reflect the aims of LTP, and the transport aspirations of local people.
Many of the improvement projects recommended for funding in 2025/26have been identifiedby the local community through the development of community area plans, area transport strategies, and school travel plans, or through the Area Board’s Local Highway and Footway Improvement Groups (LHFIGs).
The proposed highways major maintenance programme is based on identifiedneed, and the main surfacing proposals will be made available to the relevant Area Boards or the local LHFIG for comment and feedback.
