Welcome and Introductions

Minutes:

The Chairman welcomed everyone to Calne Area Board and introduced the Councillors and Officers present. In particular, the Chairman welcomed Ros Griffiths, Strategic Engagement and Partnerships Manager (SEPM), who would be supporting the Area Board going forward; and, Perry Holmes, Director of Legal and Governance, who would be attending future meetings to provide the link between the Council and the Area Board.

Minutes:

Cllr Ashley O’Neill and Cllr Sam Pearce-Kearney declared an interest in relation to agenda item 10 – Area Board Grants and the grant request from the Friends of Marden Valley as they were members of the Friends of Marden Valley. Both Cllr O’Neill and Cllr Pearce-Kearney did not speak or vote on the grant application.

a.    Wiltshire Police

The Area Board received and noted the written report attached to the agenda pack. The report provided detail about the performance of the Police over the previous 12 months to June 2022, hate crime overview, local priorities including the rise in anti-social behaviour, closure order, Calne rural patrols and anti-social behaviour in Newbury Avenue.

 

The Area Board noted that the issues in Newbury Avenue have now been resolved. 

 

b.    Dorset and Wiltshire Fire and Rescue Service

The Area Board received and noted the written report attached in the agenda pack

 

c.     Healthwatch

The Area Board received and noted the written report attached in the agenda pack.

 

d.    Health – Integrated Care Board (formerly the Clinical Commissioning Group)

The Area Board received and noted the written report attached in the agenda pack.

 

e.    Calne Community Safety Forum Update

Glenis Ansell provided a verbal update on the work of the Forum. She reported on the reinstatement of the Safe Places Scheme, close working with the Police on anti-social behaviour and measures being taken to tackle it, update on the CCTV scheme manager, neighbourhood watch updates, road and footpath issues, discussions with Chippenham Safety Forum regarding the potential for a dog warden for Calne and Chippenham, Marden Farm footpath, and the Calne Music and Arts festival on between 7-16 October 2022.

 

f.      Older People’s Voices Update

The Area Board received an update from Diane Gooch on the following matters:

 

·       The Reconnect meeting continued to increase in numbers attending and there is a need to manage the seating at meetings and various events continue to be held.

·       Voices in Dementia Steering group continue to work closely with Alzheimer’s  support to make Calne and surrounding villages dementia friendly.

 

The Chairman thanked Diane for all her hard work in the community as the Older People’s Champion.   

 

g.    Parish Councils

                                               i.     Bremhill Parish Council – A verbal update was provided by the Isobel McCord covering the following areas:

 

·       Referred to the Compton Bassett consultation on the future of the local household recycling centre

·       The celebrations and events for the Queens Jubilee went well over the Bank Holiday weekend.

·       Work with the Friends of Marden Vale

·       The environment group – Bremzero continue to meet and are currently holding farm walks with future walks being organised for the autumn 2022.

 

                                              ii.     Calne Without – A verbal update was provided by Eion Rees covering the following areas:

·       Jubilee events were a great success

·       The recent Parish Meeting was well attended and considered the Strategic Plan

·       The Climate Change Group held an energy saving and nature day and purchased a number of thermal imaging cameras for residents use.

·       The Parish Council provided comments to the Compton Bassett Household Recycling Centre consultation

·       Considered the proposals for Calne Without Governance Review

·       Considered a planning application for 20 dwellings on Chilvester Hill

Youth Forum Update

To receive an update on the Calne Youth Forum.

The Area Board considered a report from Cllr Sam Pearce-Kearney on the progress made in addressing the Area Board youth priorities selected for 2022/23.

 

Cllr Pearce-Kearney commented on the detail of the discussions held at the most recent Youth Forum on 14 June 2022. This included an overview of the Outreach and Safe Space provision taking place in the community area, the Happy News project, the possibility of holding a joint event with the Environment Group for an Environment event in the autumn 2022 and encouraging projects promoting and supporting young people to adopt positive voices and social interactions.

 

Resolved:

 

1.    To note the discussions and actions detailed in the meeting notes.

 

2.    To add ‘Work with the Environment group to develop a young people’s Environment themed event in the autumn of 2022’(Action 1.6).

 

3.    To add ‘Encouraging projects that will promote and support young people to adopt positive voices and social interactions’ to the Youth section of the Community Area Action Plan (Action 1.7).

 

4.    To agree revised update to the Youth Section of Area Board Community Action Plan.

S106 Working Group - Meeting Update

Minutes:

Cllr Tony Trotman provided an update on the work of the Section 106 Working Group and the issues discussed at their last meeting on 8 September 2022. He commented on access into Hills development land from Sandpit Road for pedestrians and cyclists, the Oxford Road improvements and Abberd Brook Phase 1.

 

The Chairman thanked the S106 Working Group for their input and asked for the notes of their recent meetings to be appended to these minutes.

Area Board Grants

To determine five applications for grants:

 

·       Friends of the Marden Valley, £931.00, towards an information board at Hazeland (Community Area Grant).

·       Calne Pocket Park, £477.00, towards enhancing provision at Calne Pocket Park and Community Garden (Community Area Grant)

·       Wiltshire Music Centre, £1,500.00, towards Celebrating Age Wiltshire (Older and Vulnerable Adults grant)

·       Samantha Silver Swans and Seated Dance Practitioner, £500.00, towards equipment for Older learners dance standing and seated (Older and Vulnerable Adults Grant)

·       Calne Town Council, £4,920.00, towards Calne Youth Outreach Signposting and Mentoring (Youth Grant)

 

To note the following application already awarded under the delegated authority of the CEM:

 

·       Calne Area Board, £740.00, towards Calne Health and Social Care Forum, Falls Prevention 1 (Area Board Initiative).

The Area Board considered two applications for Community Area Grant funding, two applications for Older and Vulnerable Adults Grant and one application for Youth Grant funding.  The Chairman invited a representative of each applicant to give a brief overview of their project to the Area Board.

 

Resolved:

 

1.    To approve the following application for Community Area Grants:

 

a.    Calne Pocket Park - £477 towards enhancing the provision at Calne Pocket Park and Community Garden

 

2.    To delegate the decision for the application from The Friends of Marden Valley for £931 towards an information board at Hazeland to the Strategic Engagement and Partnership Manager, in consultation with the Area Board members.

 

3.    To approve the following application for Older and Vulnerable Adults Grants:

 

a.    Wiltshire Music Centre - £1500 towards Celebrating Age Wiltshire

 

4.    Samantha Silver Swans and Seater Dance Practitioner - £500 towards equipment for older learners dance standing and seated – Application withdrawn. Grant Assessment Panel determined project ineligible for Area Board funding.

 

5.    To approve the following application for a Youth Grant:

 

a.    Calne Town Council - £4920 towards Calne Youth Outreach Signposting and Mentoring

 

6.    To note the following application for an Area Board Initiative already awarded under the delegated authority of the Strategic Engagement and Partnership Manager:

 

a.    Calne Area Board, £740, towards Calne Health and Social Care Forum, Falls Prevention 1.

Local Highway and Footpath Improvements Group (LHFIG)

To consider recommendations arising from the LHFIGs meeting held on 28 July 2022.

       3-22-12 – Calne The Were

 

  1. To add the following issues with funding to the Priority Schemes List:

       3-22-5 – Calne Bremhill View - £4,200

       3-22-8 – C50 South of Blacklands Crossroads - £840; and

       3-22-14 – Calne Prince Charles Drive / Ramsay Road - £1,750

 

  1. To add funding to issue 3-20-9 – Calne A4 Quemerford - £954.03 already on the Priority Schemes List.

Urgent items

Any other items of business which the Chairman agrees to consider as a matter of urgency.

Minutes:

A3102 – Road Surface Condition

 

Cllr Tony Trotman raised an issue about the condition of the road surface of the A3102. It was noted that Atkins would be undertaking appropriate repairs.

 

Cllr O’Neill agreed to speak with Cllr Dr Mark McClelland, Cabinet member for Transport, Waste, Street Scene and Flooding about the issue.
