The Chairman welcomed everyone to the Area Board meeting and introduced the Councillors and Officers present. In particular, the Chairman welcomed Louisa Young, Area Board Delivery Officer, who would be supporting the Area Board and the Strategic Engagement and Partnerships Manager (SEPM) going forward.

Apologies were received from the following:

To approve and sign as a correct record the minutes of the meeting held on 6 September 2022.

The Area Board received and noted the written report attached to the agenda pack. The report provided detail about the performance of the Police over the previous 12 months to September 2022, a summary of all crimes in Calne between September and November 2022, hate crime overview and local priorities update.

b.    Dorset and Wiltshire Fire and Rescue Service

d.    Health – Integrated Care Board (formerly the Clinical Commissioning Group)

The Area Board received and noted the written report attached in the agenda pack.

e.    Calne Community Safety Forum Update

There was no report available for this meeting.

f.      Parish Councils

                                               i.     Calne Without – A verbal update was provided by Eion Rees covering the following areas:

·       Provided grants of £8,500 to the local community

·       Concerns at the Boundary Commission reviews – Alan Hill suggested that issues about the Boundary Commission proposals should be raised at a Wiltshire Council Cabinet meeting due to the county wide concerns. He indicated that his comments had been forwarded to the Boundary Commission

·       Consideration of a number of local planning applications within the Parish

·       The Parish agreed to no increases in the Parish Precept

·       The Climate Change Group held an energy saving and nature day and purchased a number of thermal imaging cameras for resident’s use

·       The purchase and installation of two speed indicator devices

·       Consideration of proposals to update the Parish Code of Conduct

                                              ii.     Heddington - A verbal update was provided by Dave on enforcement action on planning applications

                                            iii.     Hilmarton – a verbal update was received from John Henley covering the following areas:

·       The speed limit review resulting in no change on the A3102

·       The Parish Precept being considered by the Parish Council meeting on 7 December 2022

·       Upgrades to the Parish playpark

g.    Calne Town Council – written and verbal updates were received from Mark Edwards and Alan Hill on the following issues:

·       At the Full Council meeting held on 28 November the Town Council agreed a NIL increase in its precept request for 2023/24

·       The Christmas Festival of Lights held on Saturday 26 November was a great success

·       At the Full Council meeting held on 28 November the Town Council agreed to ask that Calne is included in a single parliamentary constituency rather than two

·       Following the resignation of Simone Partner an election has been requested by 10 electors and will be arranged on or before 7 February 2023

·       The Town Council will be at the Warm and Well event on 8 December - a survey has been launched and everyone is encourage to complete it at this link - https://surveyhero.com/c/i7vbpbjr

·       At the Full Council meeting held on 28 November approval was given to Calne Town Football Club Ltd’s proposal to demolish and redevelop a club house at the Bremhill View ground along  ...  view the full minutes text for item 53.

·       Supporting positive mental health and wellbeing in young people– Cllr Sam Pearce-Kearney

·       Addressing climate change – Cllr Ian Thorn

·       Promoting wellbeing and combating social isolation in older and vulnerable people - Cllr Tom Rounds

·       Promoting and supporting initiatives to address Economic Inequalities– Cllr Tony Trotman

The Chairman introduced the Area Board Local Priorities report for December 2022. 

He explained that each priority theme had a series of more specific local actions that the SEPM and Area Board Delivery Officer would work with the Area Board Members to positively address and take forward.

The following updates were received for each of the priority themes:

1.    Supporting positive mental health and wellbeing in young people – Cllr Sam Pearce-Kearney reported that the Calne Local Youth Network (LYN)last met in June 2022 and their next meeting scheduled for 14 December 2022 where Celia Stevens would be attending from the Environment Group. Cllr Pearce-Kearney highlighted that the Group would be focusing on growing the LYN during 2023 and developing projects that supported the mental health of young people. It was noted that funding was still available for projects, and it was expected that grant requests would be available for consideration at the next Area Board meeting.

Alan Hill commented on the issues with the transport of pupils from Calne to Chippenham and Swindon when using the number 55 bus service. Cllr Ian Thorn indicated that there were a number of issues at the bus station in Swindon that could impact pupils from the Calne area. The Chairman agreed that further discussions were necessary and these should be continued outside of the meeting.    

2.    Addressing climate change – Cllr Ian Thorn reported that the Working Group met on 14 November 2022 and ongoing discussion focused on key issues relating to active travel, sustainability of the Sustran’s cycle route, engaging with the local community, air quality and a youth climate event is being organised in partnership with the LYN and local secondary schools. The next meeting is scheduled for 23 February 2023.   

3.    Promoting wellbeing and combating social isolation in older and vulnerable people – Cllr Tom Rounds and Diane Gooch, Older People’s Champion, reported on the Calne Older People’s Voices Group which met on 11 October 2022 with discussions focussing on inequalities and falls prevention, dementia awareness sessions, Calne Hardship Fund and helping residents through winter. The Health and Social Care Forum met on 20 October 2022 and discussed the Autism Hub, Get Out Get Active launch in Calne and the cost of living. The Calne Warm and Well information event on 8 December 2022 was being promoted to key groups. The Reconnecting Group Celebrating Age event was planned for December 2022.

Cllr Ian Thorn reported that he had attending a walk around Calne with Diane and Becky to identify and record issues with footpath surfaces and dropped kerbs and the impact to older people in relation to falls and trip hazards with potential schemes to be considered by the LHFIG.

The Area Board noted that Northlands Surgery, Calne were actively supporting the work being undertaken in connection with this priority theme, although it was disappointing that other surgeries in Calne were not willing to be involved. The Area Board received and noted the minutes of the S106 Working Group meeting held on 10 November 2022 and an update from Cllr Tony Trotman on the work of the Working Group.

To receive updates from the following previous Area Board funding:

a.    Bremhill History Project

b.    Friends of Marden Valley

The Area Board received updates on the following projects that had previously received grant funding:

·       Bremhill History Project – Martin Nye introduced the project and reported on the work undertaken to research and record the history of the Parish. He commented on a successful Bremhill History Festival, book publication and how the project will progress in the future.

·       Friends of Marden Valley – Robert McNaughton introduced the work undertaken by Nick Self to record the bio-diversity of the Marden Valley and circulated a booklet to Members detailing the information collected. The Area Board noted that the second Marden Valley Festival was scheduled for 18 March 2023.

4.    7.4 To add the following Issues (without funding) to the Priority Schemes List

a.    3-22-16 Compton Bassett Footway

The Area Board received the notes and considered recommendations arising from the LHFIGs meeting held on 20 October 2022.

Resolved:

1.    To note the discussions and updates outlined in the report.
