The Chairman welcomed everyone to the meeting, noting in particular the high turnout for the youth focused meeting of the Area Board. With the agreement of the Area Board, and owing to illness of some invitees, the order of the meeting was amended.

Chairman's Announcements

The announcement in the agenda pack on being Dementia Friendly was received.

 

It was also announced the 3 February 2020 meeting would be environment themed, and all those present were encouraged to alert any individuals or groups who could contribute.

 

It was also stated that the ‘passing out’ parade for the Salamander project run by the Dorset and Wiltshire Fire and Rescue Service would take place in Trowbridge on 25 October 2019.

Photo Competition Winners

Minutes:

The Area Board heard from Kez Hawkins on the photo competition for 11-16 year olds (check name of competition with Ollie). 38 entries had been received, with 6 winners. Those winners in attendance were presented with a certificate recognising their success.

 

The Chippenham BID were also thanked for funding the enlargement and framing of the winning photos.

59.

Sammy Sullivan Opening Comments

Minutes:

The Area Board received a presentation from Sammy Sullivan, a young person from Chippenham who had been selected for full time training in sprint canoeing and was an aspiring Olympian. She discussed the challenges she had faced and her support of her hometown, and hoped to inspire local young people to achieve their dreams.

 

The Area Board thanked Sammy for her presentation and wished her every success in her future endeavours.

 

 

 

60.

Dog Fouling Sign Competition Launch

Minutes:

Julie Anderson-Hill, John Quinn, Sebastian Williams and Katherine Edge, Wiltshire Council delivered a presentation regarding dog fouling in Wiltshire, providing details of the legislation, level of available fines, and that owners were responsible for picking up dog waste even if walking their dogs in the countryside, as it remained a health hazard to livestock and other animals.

 

They discussed development of the ‘Green Dog Code’, an initiative to educate children in schools on responsible dog ownership, communicate to the public, monitor problem areas and seek volunteers to assist the Council in managing the problem of dog fouling.

 

In particular it was stated new signs were being prepared by the Council, and a competition was being held for schools to develop more colourful and imaginative signage to focus attention on the problem. In response to queries it was agreed that there could be promotion of environmentally friendly bags.

Kandu Arts Young People's Film

Minutes:

The Area Board received a presentation from Donna Lee of Kandu Arts, an organisation which over the past 20 years had been working with vulnerable young people in the Chippenham Area. She discussed a project working with some young people who had created a short film called Cuckoo, which related to the County Lines gang problems and the cases of drug dealers taking over flats to operate out of. The film would be shown in November 2019 as part of the local film festival and would be available from Kandu thereafter, and ?? urged all those present to attend and watch, as it was a raw and powerful film from vulnerable young people about some of the problems they were facing.

62.

Youth Survey Results

Minutes:

Oliver Phipps, Community Engagement Manager, presented the headline results of the annual youth survey. There had been 930 responses, roughly 20% of young people within the community area, and included specific responses from those with Special Educational Needs or disabilities, as well as those who were young carers or LGBT.

 

Details were provided of levels of engagement with youth clubs and other activities, with a list of other items that were desired such as parkour facilities, skate parks and arts opportunities, and it was noted that in some cases there were developments such as permission for a new skate park in Chippenham.

 

Full details were available from the Community Engagement Manager, and Board members and partners were asked to keep the priorities of young people in mind as they sought to help their communities in the year ahead.

63.

Mental Health Workshop

Minutes:

The Area Board received a presentation from Paul Harvey, interim Head of Leisure at Chippenham Town Council regarding a projected funded by the Area Board to provide mental health workshops for sports coaches, recognising that such coaches had strong engagement with young people and needed the skills to identify concerns regarding anxiety and depression and other mental health issues. Over 70 coaches had attended the sessions, and an example was given where a young person had been signposted to deeper professional engagement after concerns were raised by their coach.

 

The Area Board also heard from Kerry (get name from Ollie) whose son Josh had committed suicide, who spoke passionately about the importance of mental health among young people.

 

The Chairman thanked Paul and Kerry for their words, and emphasised the commitment of the Area Board to help tackle these vital issues.

64.

Rag & Bone Workshop

Minutes:

Following a session before the meeting demonstrating improvisational skills from young people, a film was played from the Rag & Bone Making Waves Youth Project showing public performance dance art taking place in the area.

65.

Future Events - Club Night and Youth Summit

Minutes:

Attention was drawn to the Youth Club Night that would be hosted by Chippenham Town Council on 1 November.

A Youth Summit would also be held in 2020, it was hoped at the History Centre, and more details would be provided in due course.

Jerry Herbert, Deputy Police and Crime Commissioner, provided an update to the Area Board. It was noted that Wiltshire was one of only 7 areas which had seen a decrease in crime over the past year overall. 41 new officers had been recruited, with a stable number of community support officers. He emphasised that community policing was at the heart of how the police in Wiltshire served local people, and noted recent national comments on police numbers, and that it was intended to recruit over 100 more officers next year.

 

An update was also received from Ash Gray, Community Coordinator, discussing County Lines and bike thefts. Free bike marking kits would be made available on 30 October between 4-7pm.

 

In response to queries Mr Herbert stated mental health for officers was of high importance to both the Chief Constable and Police and Crime Commissioner, and the occupation health team of the Wiltshire Police was highly commended nationally. It was also confirmed that if someone came across an abandoned bike which had been stolen they could return them to a police station.

 

The written report from the Fire and Rescue Service was noted, and that around £250 had been raised by a community car wash.

Community Area Transport Group (CATG)

The Area Board will be asked to consider the recommendations from the 17 September 2019 Chippenham Community Area Transport Group (CATG) meeting outlined in the report.

Councillor Ross Henning provided an update on work from the Community Area Transport Group, including discussion of whether  to increase the parish contribution for projects from 25% to 30%, and lobbying the Cabinet for an increase in enhancement funding.
