Coach House public toilets, Avebury

The Area Board will consider a funding request from Avebury Parish Council for the costs associated with the upkeep of the Coach House public toilets.

The Community Engagement Manager presented the application and provided an update. The funding being applied for had been allocated by Wiltshire Council for Area Boards for refurbishing or opening public toilets, which was no longer a service provided by the local authority.

 

The CEM reported that he had met with the parish council and the National Trust to talk about the different options for opening the coach house on a regular basis. The requested funding would be used by the parish council to open and maintain the coach house public toilets for a period of 2-3 years.

 

Resolved:

 

To award Avebury Parish Council £1000 for the costs associated with the upkeep of the Coach House public toilets, subject to the conditions outlined in the report.

Community Area Transport Group

The Area Board will be asked to ratify the recommendations of the Marlborough Community Area Transport Group (CATG) meeting of the 15 December 2016

The Area Board considered the recommendations of the Marlborough Community Area Transport Group (CATG) meeting of the 15 December 2016.

 

After discussion it was

 

Resolved:

 

To award £5100 for the installation of bus stop curbs at Broad Hinton (Issue 3545). The additional £1500 for the project will be provided by the parish council.

 

To note that Issue 4352 (Lockeridge 20mph limit proposal) would be addressed through a member-led initiative and not by CATG.

 

To defer ratification of the funding allocated to issue 4245 (Speed reduction on the A4 at Beckhampton and West Kennett) until the final project costs were confirmed at the CATG meeting of 9 March 2017.

 

To note the progress made of the other actions outlined in the report.

Councillor-Led Initiative Grants Scheme

The Area Board will consider the following application to the Councillor-Led Initiative Grants Scheme:

 

Installation of new 20mph limit through Lockeridge: £8250

Cllr Jemima Milton presented to members the application for a new 20mph speed limit in Lockeridge. The application was for 75% of the project costs and the remaining 25% (£2750) would be provided by Lockeridge Parish Council. This proposal had been presented to the public at the Area Board meeting of 24 January 2017.

 

After a brief discussion it was

To award £8250 towards the installation of a new 20mph speed limit through Lockeridge.

The Area Board were asked to consider four Youth Grants. The Locality Youth Facilitator presented each of the applications and took questions from members. These applications had been presented at the Area Board meeting on 24 January 2017 where the applicants had spoken in support of the applications.

 

It was confirmed that the application for a trip to Tanzania by the Savernake Scouts was conditional on no less than four presentations being made to local groups including the Area Board on the groups’ return.

 

It was also requested that the LYN considered developing criteria for how future applications for overseas trips would be assessed.

 

It was agreed to support the LYNs recommendations for the reduction in the funding awarded to two of the applications for the reasons stated in the report.

 

Resolved:

 

To award £3457.00 to Savernake Scouts for purchase of outdoor equipment and minibus training.

 

To award £1000.00 to Savernake Scouts towards a trip to Tanzania, subject to the following condition:

·        That the group would deliver no less than four presentations about the trip, to local groups including the Marlborough Area Board.

 

To award £3500 of the requested £4000 to St John’s School to run three pilot Mental Healthprogrammes and to conduct an evaluation.

 

To award £3449.98 of the requested £4049.98 to Innov8 Sportz CiC to run a Sports Leaders programme.
