The Chairman welcomed everyone to the meeting of the Area Board and thanked those present for their excellent turnout and support of the Area Board.

The Chairman advised that this matter would be looked at by the Area Board at it’s next meeting in July. A briefing paper would be drawn up and a Wiltshire Council Highways officer would be in attendance at that meeting to answer any question raised.

Cllr Jon Hubbard advised that:

 

·       Emma Drage had been appointed as the Melksham Community Youth Facilitator for Melksham, and was soon to have her first meeting with the Local Youth Management Group.

 

·       The Canberra Centre was not closing.

 

·       An emergency LYN grant payment of £500 had been awarded to Melksham Cricket Club for youth kit following the fire at the Melksham cricket pavilion. An update was given by Andy Footner the club representative on the positive impact this short term funding has provided.

 

Decision

 

·       That the Melksham Area Board agrees an emergency LYN grant payment of £500 to Melksham Cricket Club for youth kit following the fire at the Melksham cricket pavilion.

 

 

Health and Wellbeing

 

Cllr Pat Aves advised that:

 

·       The Network Group was planning to meet during September 2016.

 

·       The Melksham Wellbeing Group would be meeting on the 27 June to identify local priorities.

 

 

Business and Economy

 

Cllr Roy While advised that:

 

·       The second Bowerhill/Hampton Park Industrial Bulletin had now been distributed.

 

 

Community Area Transport Group (CATG)

 

Cllr Roy While advised that:

 

·       The CAT-G would meet during July 2016.

 

 

Read Easy

 

Cllr David Pollitt advised that:

 

·       The group now had ten trained readers with four in training.

9.

Melksham Campus/Market Place regeneration

Laurie Bell - Associate Director, Wiltshire Council.

Minutes:

Cllr John Thomson - Cabinet Member for Communities, Campuses, Area Boards and Broadband and Laurie Bell - Associate Director Communities ? Communications, Wiltshire Council gave an update on the Melksham Campus and Market Place regeneration projects.

 

Points made included:

 

Health and Wellbeing Centre and site plan

 

·       Design options in draft based on revised accommodation schedule  and discussions with partners.

 

·       Decision on the re-provision of the assembly hall pending the design options for the new centre and the site.

 

·       Options for Melksham House to be confirmed.

 

·       Master plan for the site still in discussion regarding planning options and site value etc.

 

 

Health and Wellbeing Centre - outdoor facilities

 

Following discussion with all clubs the site will provide a cross-section of outdoor sports facilities:

 

·       2 x multi-use games areas for netball, 5-a-side football etc.

·       4 dedicated tennis courts

·       Cricket field (plus facilities tbc)

·       Outdoor bowls and pavilion

 

 

Woolmore Farm

 

·       Work on-site progressing well.

 

·       Issues relating to utility services and access.

 

·       Working to mitigate any impact – completion date 15 August.

 

·       Pitches have been seeded – anticipate usage end Sept.

 

·       Teams scheduling away matches to give pitches time to mature

           Working closely with the clubs.

 

 

Market Place improvements

 

·       Atkins has completed the detailed designs and works package.

·       Meeting took place with Ringway (contractor) on 31 May.

 

·       Ringway developing detailed programme incl. projected start and finish date – published end June.

 

·       Also met with representatives from the Christmas Lights Committee and Town Council to minimise impact on preparations.

 

 

Skate Park

 

·       Building surveyor appointed.

 

·       Due diligence on the site carried out – land ownership, covenants, current planning restrictions.

 

·       Initial stakeholder consultation meeting taking place this week.

 

·       Summer 2016 - skate park contractor selected and proposals developed Early Autumn - start on site.

 

·       More detail on the programme following appointment of a build contractor.

 

 

Indoor bowls

 

·       The new Health &Well Being Centre would not include an indoor bowls facility.

 

·       The club would continue to operate from Christie Miller whilst the new centre was being built.

 

·       Wiltshire Council was committed to working with the club to help them develop a long-term sustainable strategy including alternative funding streams and future location.

 

 

Questions raised included:

 

Would facilities at the centre be older people friendly?

a.The needs of older people would not be over looked.

 

Would there be any space for an outdoor petanque area at the centre?

a.There may be some space available for this.

 

The Chairman thanked John Thomson and Laurie Bell for their update on this exciting project for Melksham.

10.

Wilts and Berks canal - Melksham Link

Paul Lenaerts - Project Manager, Wilts & Berks Canal Trust.

 

Minutes:

Paul Lenaerts - Project Manager, Wilts & Berks Canal Trust gave a short update on the Melksham Link.

 

Points made include:

 

·       That the Environmental Statement for the Melksham Link had now been produced, (copies of this document were tabled at the meeting).

 

·       That a second consultation had been carried out with over 100 responses.

 

·       That around 20m was needed to build it.

 

·       That the Trust was now looking at new way of funding the project.

 

·       That a master plan was being drawn up as to how funding might be achieved.

 

Questions raised included:

 

That there were concerns re the number of houses that might be built to part fund the project and the time frame.

a.The number of houses built would depend on the level of funding required, and that any building would probably not be for another 18 month – 2 years.

Melksham Football Club and Melksham Rugby Club- Planning for the future

Dave Wiltshire - Melksham Town FC Chairman.

Minutes:

Dave Wiltshire - Melksham Town FC Chairman and Scott Simmons - Melksham RFC gave brief presentations outlining their respective facilities at the New Woolmore Farm site.

 

Points made included:

 

·       Exciting times for both clubs.

 

·       The need of better facilities for both of these well supported Melksham clubs.

 

·       A real opportunity to build up better partnerships.

 

·       Build a family / community atmosphere that would attract bigger and better events.

 

The Chairman thanked Dave Wiltshire and Scott Simmons for their presentations.

The Area Board members are asked to consider seven applications to the Community Area Grants scheme:

 

·       Bowerhill Village Hall Trust requesting £1326.00 for Bowerhill Village Hall projector and sound system.

 

·       Riverside Club requesting £2600.00 for Renewal of heating system at Riverside Club.

 

·       The Wiltshire School of Gymnastics requesting £2929.00 for Wiltshire School of Gymnastics Training Aids and Vinyl Flooring.

 

·       Devizes and District Opportunity Centre requesting £1500.00 for Outdoor play shelter.

 

·       Golden Fleece Cricket Club requesting £500.00 for GFCC outdoor seating area.

 

·       Melksham Skills Centre requesting £865.40 for Melksham Skills Centre safe play.
