Area Boards Review A presentation from Karlene Jammeh, Community Engagement Manager, on the changes to Area Boards following the recent countywide review.

· First review of Area Boards since formed in 2009 · Updated documentation and policies · Looked at local priorities, working groups and investment of grant funding · Boards would now set up to 5 local priorities and allocate a Lead Councillor for each. · Funding application process updated – projects to align with priority areas and business plan · New Grant Assessment Panel & Escalation Process · Revised Grants Criteria & CEM Delegated Authority · New Area Board Handbook available online · Engagement events · 4 Business meetings per year

Outside Body and Non-Priority Working Group Appointments The Board is asked to:
a. Appoint Members as Lead representatives to Outside Bodies as set out at Appendix A;
b. Agree to reconstitute and appoint to any AB Non-Priority Working Group(s) as set out in Appendix B; and
c. To note the Terms of Reference for the LHFIG as set out in Appendix C.
d. To re-appoint Helen Dowse as Carer’s Champion and Irene Kohler as Older People’s Champion for the Area Board for 2022/23.

The Area Board is asked to:
i. Acknowledge the progress update from the 2021/22 local priorities work. ii. Consider the report along with its appendices and decide upon the priorities it wishes to focus on in the coming year. iii. Appoint a councillor lead for each of the selected priorities. iv. Appoint any required working groups in relation to each priority. Note; any existing externally operated groups may already be in place and should be acknowledged and noted.

The Salisbury Area Board agreed:

Women's Safety Street Audit An update following the Women’s Safety Street audit.
Speaker: Eleanor Evans Minutes: The Board received an update following the Women’s Safety Street audit from Eleanor Evans.
• Schools Forum event - 23 June • Women’s football match -10 April. • Planning a follow-on event on 1 October • OPCC is working on a Safety Charter for Wiltshire & exploring options for creating an information website linking together key services • Exploring - city-wide publicity campaign • Streetlighting audit complete - report faulty lights through MyWilts app
Cllr Mark McClelland, as Cabinet Member for Transport, Waste, Street Scene and Flooding invited Eleanor to send the list of required work to him for consideration. An update on the progress of the works would be brought back to the next meeting.
The Board noted that the Ask Angela campaign had been extended to leisure centres and council offices, with training provided to staff.

Area Board Funding To note the Salisbury Area Board’s opening balances for funding allocations 2022/23.
To consider applications for funding, as detailed in the attached report and summarised below:

Minutes: The Chairman noted that funding budgets had been reduced greatly for the year, which would impact on the Board’s ability to award higher amounts to as many projects as it had in previous years.
As mentioned during the item on the Area Board Review, the new funding criteria also required applicants to demonstrate how they addressed the Board’s local priorities and how the project would help to deliver the council’s business plan.
This was to ensure that the funding allocated was spent in areas that had been identified as being priorities for Salisbury. With less money this year the Board was minded to limit awards to a maximum of £2,500 in most instances.
The Chairman invited a representative from each of the grant applicants to give a brief overview of their project to the Area Board. After each of the applicants had spoken the Chairman invited questions and discussion, then asked for a show of hands from those present to reflect public opinion. The Area Board members then voted on each application.
Community Area Grants
Bemerton Heath IAG - Community Garden Improvements - £5,000 The applicant, Sam Goss spoke in support of the project.
Decision Bemerton Heath IAG was awarded £2,500 towards the Community Garden Improvements project. Reason – The application met the Grants Criteria 2022/23
Riverside Tennis Club - Provision of Floodlights - £5,000 The applicant Carolyn Barry spoke in support of the project.
Decision Riverside Tennis Club was awarded £2,500 towards the provision of floodlights. Reason – The application met the Grants Criteria 2022/23
Rise 61 - Bike Hub - £5,000 The applicant Robin Imeson spoke in support of the project.
Decision The application from Rise 61 towards the Bike Hub project was Refused Reason – The applicant had recently been successful in receiving £323,000 of external funding.
Health & Wellbeing The HW Group had met on 1 June, its recommendations were included in the agenda pack.
Alabare Christian Care & Support - Somewhere to go Salisbury project - £1,000 The applicant was not able to attend.HW - Recommendation £0
Decision The application by Alabare Christian Care & Support was Refused in line with the Health & Wellbeing Group recommendation.
Salisbury Methodist Church - Community Hub for Ukrainian families & Hosts - £999.86. The applicant, Jane Ebel spoke in support of the project. HW Recommendation £700
Decision Salisbury Methodist Church was awarded £700 towards the Community Hub for Ukrainian families & Hosts, Refused in line with the Health & Wellbeing Group recommendation.
The Pantry Partnership CIC - Contribution to Coordinator costs £1,000 The applicant was not able to attend. HW - Recommendation £0.
The initial vote on the motion to award no funding, as per the HW Recommendation was not carried.
The second motion to award £500 Was supported.
Decision The Pantry Partnership CIC was awarded £500 towards Coordinator Costs.
