The Chairman welcomed everyone to the Castle Primary School for the Tidworth Area Board.

 

 The following Chairman’s Announcements were noted:

Climate Local Initiative

Ariane Crampton – Head of Service, Account Management, Wiltshire Council.

 

To encourage the Tidworth community area to promote further public engagement on fuel poverty and carbon technologies.

 

Minutes:

Ariane Crampton – Head of Service, Account Management, Wiltshire Council gave a short presentation and interactive session to promote further public engagement on fuel poverty and carbon technologies.

 

Question raised included:

 

How is Wiltshire Council getting its message across to small businesses?

a.Wiltshire Council continues to work with the Chamber of Commerces to promote this, as well as producing leaflets and other information etc.

 

Its good to promote public transport, but the bus service covering the Tidworth community area is good.

a.A very good point, difficult to give a positive answer with the bus services cuts etc. Car sharing is an option that could be considered.

 

Are there any wind farm planning applications with Wiltshire Council at the moment?

A,Yes, one, which is not in the Tidworth community area.

SHINE

Victoria Richardson - Physical Activity Officer and SHINE Coordinator, Wiltshire Council.

To outline SHINE (Self-Help, Independence, Nutrition and Exercise) Wiltshire, a child weight management programme for children aged 7-11 years and their family, who are above their healthy weight range.

 

 

Minutes:

Victoria Richardson and Paul Needham - Physical Activity Officer and SHINE Coordinator, Wiltshire Council gave a short presentation that outlined the SHINE (Self-Help, Independence, Nutrition and Exercise) Wiltshire programme. A child weight management programme for children aged 7-11 years and their family, who are above their healthy weight range.

Legacy

Mary Cullen – Community Area Manager.

 

To update the Tidworth community area on activities and events since 2012.

 

Minutes:

Mary Cullen – Tidworth Community Area Manager updated the Tidworth community area on activities and events since 2012 that Wiltshire Council had supported, these included:

 

·       Boosting the local economy.

 

·       Encouraging people to get active and healthy.

 

·       Bringing communities together.

 

·       Supporting Wiltshire's future Olympians and Paralympians.

 

        4 Wealth of Wiltshire fayres – supporting 80 small businesses.

 

        Organised EXPO event in Chippenham – 115 businesses exhibited – 500+ attendees.

 

        Organised health fairs and checks at area boards.

 

        Promoted the Big Pledge – Dementia campaign launched – all 18 community areas signed up.

 

        Organised Cycle Wiltshire.

 

        Tour of Britain – through 4 communities – 5,000 schoolchildren lined the route.

 

        Supported The Big Walk in Melksham – raised £3,800 for charities.

 

        First World War county-wide commemoration – Tidworth over 1,000 attendees.

 

        First World War – Wall of Remembrance created and touring the county.

 

        Support for Wiltshire's future Olympians and Paralympians.

 

        Inaugural business and sports dinner raised £30,000.

 

        Brought business and sport together.

 

        Foundation fund for future funding and scholarship schemes established - supported 24 local sports stars.

 

 

Plans for 2015 include:

 

        Business and sports dinner - 26 March.

 

        The Big Pledge - launch May.

        Cycling festival – w/c 3 May.

 

        Cycle Wiltshire – 9 and 10 May.

 

        Magna Carta – 800 years anniversary – 15 June.

 

        Walking festival – w/c 6 September.

 

        The Big Walk – 12 September.

 

 

Decision

 

·       That the Tidworth Area Board would allocate £3,000 for community funding of Magna Carta – 800 years anniversary celebrations.

8.

Local Youth Network (LYN) - update

To receive an update from Wendy Higginson – Community Youth Officer.

Minutes:

Wendy Higginson – Tidworth & Ludgershall Community Youth Officer gave a short update.

 

Points made included:

 

·       Currently carrying out a needs assessment to the find out what the local young people would like to do with their time.

 

 

Questions raised included:

 

·       Had there been a good response from the Wellington Academy pupils to the needs assessment questionnaire?

a.All tutor groups had been asked to complete the questionnaire, completed questionnaires were still being returned.

Community Area Grants

To determine any applications for Community Area Grants.

Wellington Academy, The Nest Nursery, equipment awarded - £3,563.59.

Reason

The application demonstrates a link to the Tidworth Community Area Plan and JSA priorities under the Children and Young People theme as regards;

‘Play provision for under 13s ‘.

 

 

Decision

Chute Village Hall, Commercial Dishwasher awarded - £925.

Reason

The application demonstrates a link to the Tidworth Community Area Plan 2013 – 2023 under the Housing and Built Environment Theme in that it:- improves an existing community facility used by most of the local population.

 

Decision

Clarendon junior School, create outdoor woodland area awarded - £1,488.

Reason

The application demonstrates a link to the Tidworth Community Area Plan 2013 – 2023 under the Children and Young People theme in that it:-.

supports provision of positive activities for children and young people’.

 

Decision

TCAP, Ludgershall memory Café, equipment awarded - £467.06.

Reason

JSA under the Leisure and Health themes in ‘Increasing levels of participation and looking at how inclusive it is’ .

‘Increasing levels of awareness of what’s on offer’.

‘Engaging local volunteers to support leisure provision in the community’.

‘Improving communication and increasing the number of support groups’.

‘Improving mental health support’.

 

 

Decision

Ludgershall Memorial Hall, projector and screen awarded - £1,734.

Reason

The application demonstrates a link to the Tidworth Community Area JSA under the Community Theme and Housing and Build Environment Themes in

improving an existing community facility used by the local community’.

 

 

Member led applications

 

Decision

Combined Cadet Force, equipment to enable young people to participate in Duke of Edinburgh awards scheme awarded - £2,296.10.

 

 

Decision

Resources to support Magna Carta anniversary celebrations awarded - £3,000.

Updates from Town and Parish Councils, the Police, the Army, NHS, TCAP and other Partners

Wiltshire Police – Inspector Christian Lange

·       The written update was noted.

 

 

Wiltshire Fire & Rescue Service

·       The written update was noted.

 

 

Tidworth Garrison – Col James Denny

Points made included:

·       That Army vehicles and more than 1,500 troops are taking part in a major military exercise on Salisbury Plain. Tanks, armoured vehicles and personnel were being put through their paces to test the Lead Armoured Task Force's ability to be ready at short notice. Positive feedback had been received from local people re the exercise.

 

·       That a housing development was planned for the old Tidworth Garrison vehicle site.

 

·       Army Rebasing – ongoing.

 

Tidworth Community Area Partnership – Tony Pickernell

Points made included:

 

·       The Memory cafe was going from strength to strength.

 

·       The Blue Light Day event was being planned for 2015.

 

·       TCAP continue to work with the Tidworth Area Board.

 

·       That the Youth Thematic group was looking at U11’s youth provision.

 

·       That TCAP was looking at alternative funding streams from the Towns and Parish councils.

 

 

Tidworth Town Council – Humph Jones

Points made included:

 

·       That the Tidworth town CCTV system had recently helped to apprehend the perpetrators of an anti-social behaviour incident in Tidworth.

 

 

Ludgershall Town Council – Owen White

Points made included:

 

·       That a couple of litter clearing kits were available for loan, the kits could be obtained from the Town Council offices.

 

·       Speeding through Butt Street, Ludgershall – a local resident requested that community speed watch could be set up tackle this. Inspector Lange advised that local Police would partake in speed checks in this area, as well as the CAT-G looking at this.
