Declarations of Interest

To receive any declarations of disclosable interests or dispensations granted by the Standards Committee.

 

Minutes:

Cllr Paul Oatway declared a personal interest in the Community Area Grant for Milton Lilbourne Cricket Club as he lived in Milton Lilbourne. Cllr Oatway explained that he had no connection with the Cricket Club and indicated that he would speak and vote on the grant request.

Chairman's Announcements

The Chairman will make the following announcements:

 

·       Area Board Boundary Review Consultation

Due to the Local Government Boundary Commission for England boundary review of Wiltshire Council, some division boundaries will be changing and as a result Area Board boundaries are also subject to change. A consultation on the Area Board boundary changes ran from 10 September 2020 to 31 October 2020. The changes to boundaries will have a very minimal effect on the Pewsey Area Board boundary.

Community Engagement Manager Updates

To receive an update from the Community Engagement Manager for the Pewsey Area on the following matters:

 

·       Community Area Status Report

·       Pewsey Library

·       Young People

The Community Engagement Manager provided an update to the Area Board on the following matters:

 

·       Community Area Status Report

Each community area is preparing a short report capturing what the data is saying and the evidence from conversations with partners about the key issues for the area moving forward.

 

·       COVID-19 Support

Support for local communities has been set up during Lockdown 2. The Wiltshire Wellbeing Hub is operating 7 days a week and is open for anyone to call it on 0300 003 4576 or email wellbeinghub@wiltshire.gov.uk Monday to Friday from 9am to 5pm and Saturday and Sunday from 10am to 4pm

 

·       Funding –

Area Board funding was still available for capital projects to be applied for, including applications for youth activities (13+) or health and wellbeing activities. The Community Engagement Manager, Richard Rogers would be happy to discuss this further. Now is a good time to plan for when restrictions are lifted.

There was no update from Healthwatch Wiltshire.

There was no update from NHS Wiltshire CCG.

 

(c)           Older Peoples Champion

 

Dawn Wilson provided an update for the Area Board. Dawn reported that the Health and Wellbeing Group had a joint meeting with the COVID-19 Recovery Group to discuss issues of mutual interest.  Concern was raised about the initial lack of flu vaccinations for the over 65 age group in Pewsey, although this matter was now being resolved. Other Groups had now closed for the duration of the new national restrictions for COVID-19 during November.

 

Cllr Wheeler reported that Burbage had no issues with the supply of flu vaccinations and the NHS did a brilliant job in providing the vaccinations from the Village Hall.

 

(d)           Wiltshire Police

 

The update from Wiltshire Police, included in the agenda pack was noted.

 

(e)           Pewsey Community Area Partnership

 

Colin Gale provided an update in relation to the Transport Group and raised the following points:

 

·       Better Deal for Bus Users – Colin had submitted a proposal to Wiltshire Council for a new bus route under the Better Deal for Bus Users scheme and was waiting for a response. 

·       Department for Transport survey from Great Western Railway – the survey was received to gather ideas for the decarbonisation of transport.  The survey was forwarded to Bridget Wayman, Cabinet Member for Highways, Transport and Waste, the three local Councillors for Pewsey area, Cllr Philip Whitehead, Leader of Wiltshire Council and local MP’s. The only response received was from the Leader of Wiltshire Council, in relation to the inclusion of Devizes Gateway Station. Following the 2021 boundary changes, Lydeway will be part of the Pewsey Area, at which point there will be three stations in the Pewsey Area.  The survey was submitted highlighting the need for additional westbound trains, especially for young people, and the electrification programme requiring an extension to what was originally planned.

·       Great Western Railway (GWR) Stakeholder Conference – Colin reported that he had recently attended this conference online, headlines included the timetable returning to nearly the same service as pre-Covid but with a significant drop in users.  This was due to a drop in the number of commuters. GWR will be concentrating efforts on encouraging leisure users and tourism once restrictions are lifted.  

·       The Pewsey Rail User Group  - met with the Bedwyn Rail User Group and the Devizes Gateway Group.

 

Susie Brew provided an update in relation to the Economy Group and raised the following points:

 

·       Itineraries Project – Looking to secure funding from the Co-op Community Fund towards the Pewsey Vale Tourism Partnership towards the Itineraries Project

·       The Group have many projects in the pipeline that require funding which is still being sought.

·       Pewsey Vale Tourism Partnership – GWR indicated, as above, that they were interested in becoming members of the Partnership once the restrictions for Lockdown 2 have been lifted and they would also advertise for the Partnership.

Community Area Grants

The Area Board considered three applications for Community Area Grant funding.

 

Resolved:

 

1.    To award The Jubilee Centre £495 as a subsidy towards increased transport costs due to COVID-19.

 

2.    To award Milton Lilbourne Cricket Club £999 towards team set up equipment.

 

3.    To award Upavon Allotment Society/Parish Councillor £2,500 towards borehole and solar powered pump installation.

 

 

Note – Cllr Oatway declared a personal interest in relation to resolution 2 above. See minute 107 for detail.

To consider any recommendations arising from the CATG meeting held on 30 September 2020.
