1.	Election of Chairman To elect a Chairman for the meeting of the Sub Committee. Minutes: Nominations for a Chairman of the Licensing Sub Committee were sought and it was Resolved: To elect Cllr Ernie Clark as Chairman for this meeting only.
2.	Procedure for the Meeting The Chairman will explain the attached procedure for the members of the public present. Supporting documents: Procedural Rules for the Hearing of Licensing Act 2003 applications , item 2. PDF 203 KB Minutes: The Chairman explained the procedure to be followed at the hearing, as contained within the “Wiltshire Licensing Committee Procedural Rules for the Hearing of Licensing Act 2003 Applications” (Pages 1 – 6 of the Agenda refers).
3.	Chairman's Announcements To receive any announcements through the Chair. Minutes: The Chairman gave details of the exits to be used in the event of an emergency.
4.	Declarations of Interest To receive any declarations of disclosable interests or dispensations granted by the Standards Committee. Minutes: There were no declarations of interest.
5.	Exclusion of the Public To agree that in accordance with section 100A (4) of the Local Government Act 1972 to exclude the public from the meeting for the business specified in Item no. 6 because it is likely that if members of the public were present there would be disclosure to them of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A to the Act and the public interest in withholding the information outweighs the public interest in disclosing the information to the public. Paragraph 1 - Information relating to an individual Minutes: Resolved: That, in accordance with Regulation 14 of the Licensing Act (Hearings) regulations 2005 the public be excluded from the hearing as the public interest in so doing outweighed the public interest in the hearing taking place in public.
6.	Licensing Application View the reasons why item 6. is restricted To consider and determine an Application for a Personal Licence. Minutes: Application for a Personal Licence. The Licensing Officer introduced the purpose and scope of the application and the key issues for consideration. In accordance with the procedure detailed in the agenda, the Applicant and the Responsible Authority (Wiltshire Police) were given the opportunity to address the Sub Committee and ask questions. Having heard all of the representations and summations from the Applicant and Responsible Authority, the Sub Committee retired to consider the application at 1.45pm and were accompanied by the Solicitor for Wiltshire Council and the Democratic Services Officer. The Hearing reconvened at 2.20pm. Following the deliberations of the Sub Committee Members, the Solicitor for the Council confirmed that there was no specific material legal advice given in closed session. The Sub Committee considered all of the submissions made to it and the written representations together with the Licensing Act 2003, Statutory Guidance and Regulations and the Licensing Policy of the Council. Resolved: The Southern Area Licensing Sub Committee resolved to GRANT the application for a Personal Licence. Right to Appeal: All parties have the right to appeal to the Magistrates Court within 21 days of receipt of this decision.
