Chairman's Welcome, Introduction and Announcements

Minutes:

The Chairman welcomed everyone to County Hall and advised that this extraordinary meeting had been called due to the postponement of the meeting that had been due to take place on Wednesday 21 November at Cereal Partners in Staverton. This meeting had been cancelled due to flooding in the local area.

 

The Chairman made the point that this meeting would deal with the Area Board grant applications that would have been discussed on the 21 November, all other substantive agenda items from that agenda would now be taken at the next Area Board on the 9 January 2013.

To receive any declarations of disclosable interests or dispensations granted by the Standards Committee.

Grants and Funding

Councillors to consider three applications to the Community Area Grant budget in 2012/13:

 

i) Bradford on Avon Community Agriculture Co-operative requesting £2,914 towards essential facilities and tools.

 

ii) Councillor-led grant application from Rosemary Brown requesting £5,500 towards the costs of a Traffic Origin and Destination Survey.

 

iii) Councillor-led grant application from Rosemary Brown requesting £550 towards the costs of the volunteer administration of Lorry Watch.

 Decision

Bradford on Avon Community Agriculture Co-operative awarded £2,000 towards essential tools and supplies .

Reason

The application demonstrates a link to the Bradford on Avon Community Plan and Wiltshire Local Area Agreement through its support for the land based economy and for community development as well as for its promotion of healthy lifestyles.

 

 

Decision

Councillor-led grant application from Rosemary Brown requesting £5,500 towards the costs of an Origin and Destination Survey.

 

It was agreed to defer this application. In the light of current budget constraints, it is recommended that operational details be worked up in association with Wiltshire Highways and for a further report be considered by the Area Board in March 2013. 

 

 

 

Decision

 

Councillor-led grant application from Rosemary Brown awarded  £275 towards the costs of the volunteer administration of Lorry Watch with the following conditions:

 

·         A request for match funding to be made to Bradford on Avon Town Council.

 

·         Is this cost an annually recurring sum.

 

·         As the license has to be purchased in the name of a local authority, is the Town Council willing to be the responsible authority.

 

·         To allow for the swapping in and out of volunteer administrators, that the Town Council or Wiltshire Trading Standards make available a dedicated laptop for this purpose, to be used by the nominated volunteer from their home.     

 

 

Reason

The application demonstrates a link to the Bradford on Avon Community Plan and Wiltshire Local Area Agreement through the collection of robust evidence in support of the town centre, the environment and tourism.

Any Other Business

Minutes:

The Area Board members were asked to support a request from Bradford on Avon Town Council, who were proposing to rename the St Margaret's Hall footbridge as 'McKeever Bridge' as a tribute to Ed McKeever from Bradford on Avon who is the 2012 Olympic Gold Medallist Sprint Kayaker.

 

Decision

 

·         That the Bradford on Avon Area Board supports Bradford on Avon Town Council in the renaming of St Margaret’s Hall footbridge to “McKeever Bridge.
