The Chairman will welcome those present to the meeting.

The Chairman welcomed everyone to Malmesbury Area Board and introduced Councillors and Officers present.

Apologies for Absence

Apologies were received from Kim Power, Chair of Friends of Riverside, Sid Jevons, Malmesbury and the Villages Community Area Partnership (MVCAP) and Peter Gilchriest, Chair of Crudwell Parish Council.

Cyber Crime Workshop

To receive a presentation from the South West Police Regional Cyber Crime Unit and Wiltshire Police.

Minutes:

The Area Board received a presentation from the South West Regional

Cyber Crime Unit and Wiltshire Police about cyber crime in the South West region and what the public can do to stay safe online.

 

Matters highlighted in the course of the presentation and discussion included: the work of the South West Regional Cyber Crime Unit and the Digital Intelligence and Investigation Unit (DIIU); cyber dependant crimes such as malware, viruses and hacking; cyber enabled crimes such as fraud, identity theft and harassment; password management; the impact of cyber crimes; the age range of those affected by cyber crimes; installing liability and responsibility in users; the use of backups and encryption; phishing and how to look out for phishing attempts; how businesses can stay protected and how to report a cyber crime.

Local Youth Network Update and Applications for Youth Funding

To receive an update on the Local Youth Network (LYN) and for the Area Board to consider two Youth Grant(s):

 

1.    Wiltshire Outdoor Learning Team - £750

2.    CMAS - £500

Richard Williams, Local Youth Facilitator, introduced the two Youth Funding applications as detailed in the report.

 

The Chairman noted that this Area Board would be Richard’s last and thanked him for his hard work in the Malmesbury area.

 

Resolved

 

1.    To award Wiltshire Outdoor Learning Team - £750 for an outdoor activities event.

 

2.    To award CMAS - £500 for the extended support for LGBTQ project sessions.

National Armed Forces Day

To receive a presentation from Ollie Phipps, Community Engagement Manager, about the National Armed Forces Day and weekend 2019 and how Wiltshire’s local communities can get involved.

The Area Board received a presentation from Ollie Phipps, Community Engagement Manager, about the National Armed Forces weekend 2019 and how Wiltshire’s local communities can get involved.

 

Matters highlighted in the course of this presentation and discussion included: the three-day programme of the National Armed Forces weekend; the scope of the event; community involvement in the event; the importance of the event to Wiltshire and Salisbury in particular; the social media photograph campaign; the community tapestry project and the largest human poppy world record attempt.

 

Resolved

 

1.    To award - £1415 for three National Armed Forces Day projects (Community Art Tapestry, Human Poppy World Record Attempt and Social Media Photograph Campaign)

The Area Board received and noted the following updates from key partners:

 

a)       Town and Parish Councils

 

·       Sherston Parish Council – it was noted that the installation of a new play area was close to completion and that the Parish Council had been involved in the funding of Sherston Pre-School.

·       St Paul Malmesbury Without Parish Council – it was noted that the proposed pelican crossing would be finalised on Tuesday 8th January.

 

b)       Health & Wellbeing Champion – 28 applications for Surviving Winter grants had been received but funding was needed to fulfil them and Cllr Berry urged Town and Parish Councils to consider extra funding for the Health & Wellbeing Champion.

 

c)       Healthwatch Wiltshire – the written report was received and noted.

 

d)       NHS Wiltshire Clinical Commissioning Group – the written report was received and noted.

The Area Board will be asked to consider the recommendations from the 4th December 2018 Malmesbury Community Area Transport Group (CATG) meeting outlined in the report.
