To receive updates and consider recommendations arising from the following local JSA priorities/working groups:

Minutes:

The Area Board was provided with an update on community issues and progress on Calne Area Board working groups as follows:

 

·         Grant Feedback from Calne Football Club     Simon Gardner, Vice-Chairman of Calne Town Football Club, explained that the Club had previously received a grant from the Area Board and highlighted how the grant helped develop the infrastructure of the Club’s ground. This included, the renewal of floodlights, new roofing and improvements to asbestos cladding fencing. He also indicated that tree maintenance would be undertaken in the future.

 

The Chair thanked Mr Gardner for his presentation.

 

·         Local Youth Network(LYN)        Rebecca Green, John Bentley School and Cllr Ian Thorn presented a report that was prepared by Helen Bradley, former Local Youth Coordinator.  The report contained a number of recommendations to further the work of the Calne Local Youth Network and create a sustainable model with projected support for the future. In addition, the report contained an assessment of need for the Calne Community Area based on the Joint Strategic Assessment and focus groups conducted in the area.

 

Cllr Thorn explained that through Helen’s encouragement, young people in the Calne area have been properly engaged by the Area Board and the LYN.  The future vision for the LYN was detailed in the report and there was a real opportunity to further engage with John Bentley School in the process.

 

Rebecca Green, pupil at John Bentley School, informed the Area Board that the pupils at the school would continue the good work started by Helen and Jordon Holt, pupil at John Bentley School had great plans for the future.

 

The Area Board were encouraged to support the recommendations contained in the report that they were able to contribute to and implement.

 

Resolved:

1.    That the contents of the report and continuation of the Local Youth Network be supported.

2.    That the Area Board develop closer working association with the Local Youth Network, its activities and links with John Bentley School and Calne town Council. 

3.    That the recommendations detailed in the report be supported by the Area Board and implemented as appropriate.

 

·         Calne Area Parish Forum            Ed Jones, Chair of the Parish Forum reported that the group is proceeding with plans for the development of a WW1 commemorative copse in the community area. He explained that finding a suitable site for the copse was proving to be a difficult task, although he was confident that discussions about a suitable site would be settled soon.

 

It was noted that, in addition to the Parish Councils in the Calne area planting trees to commemorate WWI, the copse would be an area for peaceful meditation.

 

·         WWI Commemoration Update    See comments from Calne Area Parish Forum.

 

·         Older People/Carer’s Champion            Diane Gooch, Calne Older People/Carers Champion, reported on the following areas:

 

o   The classical concert for older people and carers held at the Calne Hub and Library in June 2018 was a success and well attended by local people.

o   Future activities including a circle dance, entertainment from a double act in November and a theatre group in December.

o   Calne Area Transport and the pick-up points for residents to be transported to local GP surgeries.

o   Carer coffee mornings arranged by GP surgeries.

 

·         Health and Wellbeing Group (Calne Health & Social Care Forum) There was no report.

 

·         Dementia Friendly Calne Community Working Group        Councillor Christine Crisp informed the Area Board that the first official memory walk would be taking place on Thursday 13th September, starting from the Calne Library and Hub, and all Councillors were encouraged to attend.

 

·         Air Quality Working Group          Councillor Alan Hill explained that the Working Group had not met since the last Area Board meeting in July 2018. He also highlighted a concern about the current traffic works taking place in the centre of Calne and the potential for the increase in build up of traffic to skew the air quality data being collected in Calne.

 

·         Calne Our Place Projects             There was no update for this meeting.

 

·         Calne Community Safety Forum           Glenis Ansell, Chairman of the Forum, reported on the following areas:

 

o   Gates in Calne town centre were now in place.

o   Discussions were ongoing regarding the development of land at Marden Farm, Calne and proposed footpath diversion to John Bentley School.

o   A lorry watch would be started.

 

·         Community Area Transport Group (CATG)    The Area Board received the notes of the CATG meeting held on 22nd August 2018 and considered a number of requests detailed in the notes for the meeting.

 

In addition, the Area Board heard from Mr Robin Cowell, resident of Hilmarton, about a traffic light system and associated vehicle congestion where the road narrows in Wood Street, Calne. Cllr Trotman, explained that the CATG had considered a traffic light system in this area, however, there were issues affecting the main A4 with using the traffic lights and therefore a decision was made to stop using them. The Chairman reported that the CATG considered this issue on a regular six monthly basis. Before a final decision on the matter was made, members were waiting for the Calne Master Plan to be in place.

 

Resolved:    

i)             Notes the discussions and updates outlined in the report of 22nd August 2018.

 

ii)            To approve the progression of the following issues to the priority list for action:

 

·         5751 – C15 at Lower Compton Speed Limit and Clearway TROs

·         6459 – Calne Station Road – request for 20 mph speed limit and parking restrictions.

 

iii)          To approve funding of the following schemes:

 

·         6010 - Warning Signs at Marsh Lane Cherhill - the Parish Council agreed to a contribution request - 30% of the final cost of the scheme.

 

iv)          To approve closure of the following issues:

 

·         5141 – Calne, Station Road – request for pedestrian / cycle barrier at junction of Spring Lane

·         5986 – Compton Bassett PC request for help funding signage and legal fees re. 40mph speed limit extension.

·         6094 – Verge Erosion at Foxham

·         6208 – Road Safety, Mile Elm

·         6292 – Calne Luckett Way / William St – Request for one way system entering from Hungerford Rd and parking restrictions during school hours.

·         6298 – Calne Springfield Drive – request for parking restrictions.

·         6302 – Calne St Margarets Close – request for bollards

·         6342 – Calne The Pippin / Phelps Parade – Pedestrian Safety at crossing.

·         6494 – A3102 Mile Elm – request for footpath to provide access to WW1 Commemoration site

 

·         Training and Skills Working Group      This group had not met since the last Area Board meeting.

 

·         Calne S106 Working Group        The written report was received and noted.
