Local Youth Networks updates

 

Royal Wootton Bassett – Sue Hughes

 

Points made included:

 

·         Reviewing identified needs

Cricklade – Angela Jensen

 

·         Richard Roberts now elected Chairman

·         That the LYN had now met twice

·         That youth leads had now been appointed

·         That the young people of Cricklade want a “safe space” where they can meet

·         That the Town Council is keen to support the town’s young people

 

 

Lyneham – Carol Jenkins

 

·         That the group had met on several occasions

·         That discussions were ongoing re a possible youth cafe

                             

It was hoped that Purton could be included at future meetings – an invite would be sent to Purton Parish Council in the first instance.

·         The written report contained in the agenda pack was noted.

 

The Chairman thanked all the representatives for their updates.

 

 

Highways Schemes 2019-2020

 

The Area Board members were asked to agree the Wiltshire Highways planned maintenance for the RWB&C community area during 2019 – 2023.

 

The highway network formed the Council’s largest asset, and it was important that it was maintained in the most cost-effective way that provided value for money. This included the use of asset management and whole life costing approaches to inform long-term investment decisions.

 

Decision

 

·         That the RWB&C Area Board welcomed the road surfacing work and repairs carried out in 2018/19 and noted the improvement in the overall condition of Wiltshire’s roads in recent years, but acknowledged that further investment was still required.

 

·         Approved the highway maintenance scheme list for 2019/20 prepared for the Area Board.

 

·         Noted the new provisional five year programme, which would be reviewed annually to ensure best value for money and whole life costing for the highways asset.

 

 

Update on RWB and Cricklade Hub and Leisure Facilities refurbishment

 

RWB Project

 

·         Wiltshire Council were working on proposals to enhance RWB Library and provide additional community space.

 

·         The project team were working on revised proposals with the architects and quantity surveyor.

 

·         The revised proposals had now been fully costed.

 

·         The team now needed to do some further work with the architect and quantity surveyor to ensure the affordability of the project; a business case would be prepared.

 

 

Cricklade Leisure Centre Project

 

·         Wiltshire Council were working with the town council and the leisure centre operators, C&DCA, on proposals for the refurbishment and improvement of Cricklade Leisure Centre.

 

·         The refurbishment project would address maintenance issues across the site. In addition, the gym would be extended; a new fitness studio would be created; a new meeting room would also be created; the wet change facilities reconfigured and upgraded.

 

·         The project was currently out to tender, for the appointment of the principle build contractor. It was expected that the appointment would be made in mid-May.

 

·         Work was due to start on site Summer 2019. The works would be phased; this would allow the centre to remain open.

 

 

National Armed Forces Day - item deferred from January 2019

 

Jane Vaughan – Community Engagement Manager briefly outlined the project which was planned for the weekend 28 – 30 June 2019.

 

This item was deferred on 23January 2019 in order to gauge the interest of local veterans and young people groups.

 

Royal Wootton Bassett Area Board was asked to allocate £1,465.00 funding towards the community activities and transport costs for this event.

 

A discussion ensued with no real appetite for funding the event.

 

The Chairman advised that if any local groups had any projects which could feed into the event, then they could apply for Area Board funding.

 

A question was asked about any current involvement in the tapestry project. The Community Engagement Manager was asked to find out and report back to the local resident outside of the meeting.
