Housing Revenue Account Additional Borrowing Programme (Part I and Part II Report)

Cabinet is asked to endorse the bid that has been made to the Ministry of Housing, communities and Local Government for additional borrowing approval so as to enable the development of new Council homes.

Reason for urgency:
The Council has submitted a bid to enable the borrowing ceiling of the housing revenue account to be increased to enable the development of 49 Council homes. The bid deadline was the 30th September with bids invited from the end of June 2018. It was not possible to complete the work required for the bid so as to meet the deadline for the September Cabinet meeting . The October Cabinet meeting is the first opportunity to report to Cabinet on the detail of the proposals and seek their endorsement of the bid. The outcome of the bid is not expected until late autumn early winter.

The Chairman of the Overview and Scrutiny Committee was notified of this late key decision exempt item on 14 September 2018. He has duly given his consent for this item to be considered at the 9 October meeting bearing in mind the reasons for urgency as above..
