Consultation process

This report relates to an internal process of assessing and prioritising requests for Residents’ Parking Schemes to ensure that resources are directed appropriately to areas with the most significant issues, therefore no external consultation has taken place.

 

In response to the circulation of the Intention Notice, one comment was received by Councillor Jackson as follows:

 

“I offer the following suggestions to the draft policy:

 

1. I consider that the bar for local residents’ consultation is set too low. If 50% of residents respond and 51% of respondents are in favour of a scheme then it could be introduced at the wish of only 25.5% of local residents. I suggest that the proportion of residents who actually respond to the consultation should be raised to 75% for Wiltshire Council to initiate action.

2. Any such scheme needs to recognise that, if successful, it will contribute to a displacement of the parking problem to neighbouring streets. Any consultation should include immediate neighbours.

3. If introduced, a residents’ Parking Scheme offers a potential favourable environmental impact by reserving a proportion, say 5%, to Car Club vehicles.”

 

Officers’ response to the comments raised by Councillor Jackson:

 

1. The local residents’ consultation return figure of 50% would require a change to the Local Transport Plan.  This figure is in line with what most authorities do.

2. We are acutely aware of likely displacement any such scheme could cause and this has been included in paragraph 14 of the report.

3. To our knowledge there are no Car Clubs running in Wiltshire currently although this could be something to explore in the future. However, as these schemes are to help residents to park close to their homes, it is not clear how a car club scheme would offer more assistance.
