(ii)           Approve the application process for considering requests for the installation of festive and Christmas lighting in the highway.

DECISION MADE

I approve that the application process for considering requests for the installation of festive and Christmas lighting in the highway be adopted.

This decision was published on 23.02.18 and will come into force on 05.03.18         

Festive and Christmas lighting adds greatly to the appearance of towns and villages during Christmas and special events, and it is encouraged as they can play an important role in community life.

Installing or connecting decorations to street lighting columns, or placing decorations over a road, needs to be done safely and it is necessary to get permission. The proposed guidance and procedures will significantly reduce the potential risks associated with festive lighting.

To:

(i)         Implement the proposals.

(ii)        Not implement the proposals.

(iii)       Implement the proposals with amendments.

The previous arrangements for applying for and approving applications for installing festive and Christmas lights in the highway have been reviewed. The views of the Council’s street lighting consultants, highway, legal and insurance teams have been sought in developing these proposals. Information on the processes followed by other authorities, especially in the south-west, has also been considered, together with the relevant codes of practice.
