Purpose:

(i)           To consider comments and objections to the advertised proposals for amendments to the Traffic Regulation Orders (TROs) for applicable on-street parking and off-street car parks in Wiltshire.

 

(ii)          To recommend the making of the Orders with amendments.

(i)            The following Traffic Regulation Orders be implemented as advertised:

 

      On-street TROs:

·         The County of Wiltshire (Bradford on Avon) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2017 (Amendment No.3) Order 2018.

·         The County of Wiltshire (Devizes) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2017 (Amendment No.1) Order 2018.

·         The County of Wiltshire (Malmesbury and Malmesbury Without) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2017 (Amendment No.1) Order 2018.

·         The County of Wiltshire (Marlborough in the District of Kennet) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2010 (Amendment No.8) Order 2018.

 

(ii)           The following Traffic Regulation Orders be implemented with amendments as follows:

 

Off-street TROs:

·         The County of Wiltshire (Eastern Wiltshire) (Off Street Parking Places) Order 2018:

o   Amendment of Schedule 2 charges (not including Castle Grounds car park, Devizes) to reflect the median value between the current percentage level and 50% (of the day rate for five days a week and for 48 weeks of the year) for the first year after implementation of the Order.

o   Inclusion of Schedule 2 charges (not including Castle Grounds car park, Devizes) to reflect a discount percentage of 50% (of the day rate for five days a week and for 48 weeks of the year) for the second year after implementation of the Order (and until further review).

o   Amendment of Schedule 2 charges for Castle Grounds car park, Devizes as follows: 12 months - £561.50; 6 months - £280.75; 3 months – 140.37; and 1 month £46.80.

·         The County of Wiltshire (Northern Wiltshire) (Off Street Parking Places) Order 2018:

o   Amendment of Schedule 2 charges to reflect the median value between the current percentage level and 50% (of the day rate for five days a week and for 48 weeks of the year) for the first year after implementation of the Order.

o   Inclusion of Schedule 2 charges to reflect a discount percentage of 50% (of the day rate for five days a week and for 48 weeks of the year) for the second year after implementation of the Order (and until further review).

·         The County of Wiltshire (Southern Wiltshire) (Off Street Parking Places) Order 2018:

o   Amendment of Schedule 2 charges (not including Salisbury car parks) to reflect the median value between the current percentagelevel and 50% (of the day rate for five days a week and for 48 weeks of the year) for the first year after implementation of the Order.

o   Inclusion of Schedule 2 charges (not including Salisbury car parks) to reflect a discount percentage of 50% (of the day rate for five days a week and for 48 weeks of the year) for the second year after implementation of the Order (and until further review).

o   Amendment of Schedule 2 charges for relevant Salisbury car parks as follows (based on the current discount percentage of 51%): 12 months - £1040.00; 6 months - £520.00; 3 months – £260.00; and 1 month £87.00.

·         The County of Wiltshire (Western Wiltshire) (Off Street Parking Places) Order 2018:

o   Amendment of Schedule 2 charges (not including Bradford Road car park, Trowbridge and Central car park, Warminster) to reflect the median value between the current percentage level and 50% (of the day rate for five days a week and for 48 weeks of the year) for the first year after implementation of the Order.

o   Inclusion of Schedule 2 charges (not including Bradford Road car park, Trowbridge and Central car park, Warminster) to reflect a discount percentage of 50% (of the day rate for five days a week and for 48 weeks of the year) for the second year after implementation of the Order (and until further review).

o   Amendment of Schedule 2 charges for Bradford Road car park, Trowbridge and Central car park, Warminster to reflect a discount percentage of 60% (of the day rate for five days a week and for 48 weeks of the year) for the first year after implementation of the Order (and until further review).

o   Deletion of Smallbrook Lane car park from Schedule 1 and Schedule 2.

 

On-street TROs:

·         The County of Wiltshire (Salisbury) (Prohibition and Restriction of Waiting, Taxi Rank Clearways and On Street Parking) Consolidation Order 2018:

o   To amend the hours of operation of residents’ permit schemes to 8am – 6pm (i.e. the current hours of operation).

 

(iii)         The Traffic Regulation Order in relation to Market Place car park, Devizes be operationally suspended pending the outcome of the asset transfer / service delegation process with Devizes Town Council.

 

(iv)         The Traffic Regulation Order in relation to Southwick Park car park, Trowbridge be operationally suspended.

 

(v)          The Traffic Regulation Order in relation to the Westbury Leigh car park be operationally suspended pending the outcome of the asset transfer process with Westbury Town Council.

 

(vi)         Those people and organisations who made comments be informed accordingly.

 

 

This decision was published on  28 September 2018 and will come into force on 8 October 2018.

Reasons for the decision:

To accord with Cabinet’s resolutions (i and ii) made at its meeting on 30 January 2018 in relation to the report ‘Amendments to the Wiltshire Local Transport Plan (LTP) 2011-2026 - Car Parking Strategy’.

Alternative options considered:

To:

 

(i)         Implement the TROs as advertised.

 

(ii)        Not implement the TROs.

 

(iii)       Implement the TROs with amendments.

Other reasons / organisations consulted

Public consultation was undertaken on the proposed TROs between 26 April and 21 May 2018.

 

In addition, a public consultation on proposed changes to car parking charges was carried out from 28 September to 23 November 2017. The subsequent Cabinet meeting held on 30 January 2018 also allowed stakeholders and members of the public to make further comments on the proposed changes to parking charges.
